Summary:

Through this Joint Project Agreement (JPA), the County and the City of St. Petersburg (City) mutually agree that it is economically beneficial to have the County’s contractor perform the City’s utility work as part of the construction of the overall project.  The primary work to be performed on behalf of the City is for the replacement, relocation or adjustment of twelve (12)-inch, eight (8)-inch, and six (6)-inch water mains that are in conflict with the proposed construction area.  The attached JPA also provides the funding mechanism for the City to pay the County in advance of the commencement of project construction activities, and further identifies both the County’s and the City’s responsibilities throughout the duration of the project.

 

Background Information:

The County will be reconstructing roadway and intersection improvements to the Haines Road corridor, from 51st Avenue to 60th Avenue to include road widening, drainage improvements, sidewalks, and mast arms.

County staff anticipates advertising for construction of this project by December 2015, with construction completion by March 2017.

 

 

 

Fiscal Impact:

This project is budgeted in the Capital Improvement Program, Transportation and Traffic Flow, Intersection Capacity and Countywide Road Improvement Program Allocation.  The City has verified that funding in the amount of $980,121.19 for the City’s portion of the utility work is available.  The City’s preliminary estimated utility work is projected to cost $933,448.75, plus an additional five percent (5%) for County construction, contract administration, and compaction and backfill testing costs of $46,672.44, for a total cost of $980,121.19.

 

The City will submit payment to the County no later than thirty (30) days from the date of notification by the County of its intent to award the construction contract.  If the contractor’s bid for the City’s portion of the utility work exceeds the amount of the preliminary estimated utility work, the City will deposit an amount with the County, which equals the total option item plus five percent (5%) of that amount for County construction/contract administration/compaction and backfill testing.  Interest will accrue on the deposit balance and be used toward the cost of the utility work. In the event the final, actual cost of the utility work is less than the amount the City deposited, including all interest earned, but excluding the five percent (5%) for County construction/contract administration/compaction and backfill testing, the County will reimburse the City any excess escrow account funds.  Should contract modifications occur that increase the cost of the City’s utility work, the City will be notified by the County accordingly, and the City will pay the County within thirty (30) calendar days upon notification by the County to ensure that cash on deposit with the County is sufficient to fully fund the cost of the City’s utility work.
