Summary:
Through this JPA, the County and the City mutually agree that it is economically beneficial to have the County’s contractor perform the City’s utility work as part of the construction of the overall project. The primary work to be performed on behalf of the City is replacement, relocation or adjustment of approximately 260 linear feet of twelve inch (12”) water main, approximately 60 linear feet of eight inch (8”) water main, and approximately 400 linear feet of eight inch (8”) gravity sanitary sewer pipe with associated manholes the are in conflict with the proposed construction improvements.
The attached JPA also provides the funding mechanism for the City to pay the County in advance of commencement of project construction activities, and further identifies both the County’s and the City’s responsibilities throughout the duration of the project.
Background Information:
The County will be improving, reconstructing and/or replacing the existing sidewalk on Hercules Avenue between Sherwood Street and Sunset Point Road. County staff anticipates commencement of construction activities to occur by mid-to-late year 2019.
This agreement will result in a cost savings to the County by reducing the costs for mobilization, maintenance of traffic, site restoration, as well as having one (1) contractor on-site to coordinate the timing of all work. Utilizing the same contractor results in a cost savings and project administration efficiencies for all stakeholders.
Fiscal Impact:
Future construction of this project will be funded by a federal grant administered by the FDOT and is budgeted in the Capital Improvement Program. The City has verified that funding in the amount of $520,317.00 for the City’s portion of the utility work is available. The City’s preliminary estimated utility work cost is $495,540.00, plus an additional five percent (5%) for County contract administration, compaction and backfill testing cost of $24,777.00.
