Approval and execution by the County Administrator of the Emergency Solutions Grant (ESG) Program Subaward Specific Performance Agreement (Agreement) with Homeless Leadership Alliance of Pinellas, Inc. (HLA) for operating expenses for the Pinellas Homeless Management Information System (PHMIS).

 

                     This agreement provides $95,378.16 in ESG funding to HLA for salaries, fringe benefits and administrative costs of a full-time Data Entry and Support Specialist position and partial funding of a full-time Data Analyst position for PHMIS, benefitting approximately 464 homeless service providers in the County.

                     The Agreement is effective for one year, from October 1, 2023, to September 30, 2024.

                     The County received $214,487.00 in ESG funds to address the needs of homeless people in emergency or transitional shelters and to assist people to quickly regain stability in permanent housing after experiencing a housing crisis and/or homelessness.

                     The agreement is consistent with the Fiscal Year 2024 Adopted Budget, and it is budgeted for within the Community Development Grant Fund.

Summary:

One of the projects to be carried out under the County’s Annual Action Plan for Fiscal Year 2023/2024 (FY24) is funding of HLA for PHMIS operating expenses. This Agreement will provide funding for salaries, fringe benefits and administrative costs of a full-time Data Entry and Support Specialist position and partial funding of a full-time Data Analyst position for PHMIS.

The Agreement is effective for one (1) year, from October 1, 2023, to September 30, 2024.

 

Background/Explanation:

The County received $214,487.00 in ESG funding for FY24. Funding is to be used to address the needs of homeless people in emergency or transitional shelters and to assist people to quickly regain stability in permanent housing after experiencing a housing crisis or homelessness.

The ESG Notice of Funding Availability (NOFA) and application cycle was advertised in the Tampa Bay Times, The Weekly Challenger, La Gaceta and Tre Magazine, posted on the Community Development website, and emailed to nonprofit agencies and local municipalities.

The competitive application process began on January 27, 2023, with applications being due March 3, 2023. Applications were reviewed for funding eligibility and scored by Community Development Division staff. Funding recommendations are based on staff ranking of eligible activities and eligible expenses. 

 

Fiscal Impact:

The total amount of funding for this agreement is not to exceed $95,378.16 during the term of the Agreement. Funding for this Agreement is included in the County’s FY24 Adopted Budget for ESG funds within Community Development Grant Fund.

 

Delegated Authority:

Authority for the County Administrator to sign this Agreement is granted under Code Section 2-62 (a) (1) and Resolution No. 23-56.
