Approve the submission of a Grant Application for Federal Assistance to request federal entitlement grant funding to perform a new Master Plan for St. Pete-Clearwater International Airport (PIE).
Approve the authority for the Chairman to execute and the Clerk to attest to the Grant Application form as well as the Grant Agreement that is attached.

Summary:
This Federal Aviation Administration (FAA) Airport Improvement Program (AIP) Grant Application is requesting $1,621,485.00 in Fiscal Year 2016 (FY16) AIP entitlement funding to perform a new Master Plan. This project is budgeted in PIE’s Capital Improvement Program (CIP) for FY17 and FY18. The Grant Application provides 90% of the project’s total negotiated cost of $1,801,650.00, less Owner’s Contingency of $100,000.00.
The FAA requires that the Grant Agreement be executed by September 7, 2017. Due to the FAA’s time constraints, approval is also requested for the Chairman to execute the Grant Agreement and the Clerk to attest the signatures. This agenda item is the counterpart of the Purchasing Department’s Master Plan Agenda Item #16-1986A.
Background Information:
The objective of this funding is for a planning consultant to prepare a comprehensive Master Plan document. The last Master Plan performed for PIE was in 2004. Since the 2004 study is outdated and no longer reflects the current conditions at PIE, this Master Plan will be a “from scratch” effort because of the airport’s explosive growth and the current business climate.
The primary goal of this Master Plan will be to create a 20-year development program that will maintain a safe, efficient, economical, and environmentally acceptable airport facility for the Tampa Bay community. By achieving this goal, the Master Plan will provide the guidance to satisfy the aviation demand in a financially feasible and responsible manner, while at the same time addressing the aviation, environmental, and socioeconomic issues of the surrounding community. The Master Plan will help to secure broad community buy-in for the future airport development program. The scope of work and fee have both been approved by the FAA’s Orlando Airports District Office.
The Airport originally budgeted $1.5M for this project, but received cost estimates in the amount of $2.3M from the consultant. The project cost was negotiated down with the consultant by comparing their costs and hours with an Independent Fee Estimate obtained from another consulting firm that performs comparable work.
The additional costs above the budget will be absorbed by savings in other capital projects. The Florida Department of Transportation has indicated another Supplemental Joint Participation Agreement in the amount of $15,082.00 will follow at a later date.
