Sitting as the Countywide Planning Authority, adopt an ordinance approving Case No. CW 26-15, a proposal by the City of Safety Harbor to amend the Countywide Plan Map from Retail & Services to Residential Low Medium, for approximately 0.46 acres, located at 603 Elm Street.

•                     The subject property is within the Lincoln Heights Subdivision and is currently developed with a vacant commercial building formerly used as a restaurant, which closed in 2022.

•                     The proposed amendment would permit redevelopment of the property with three single-family residential dwelling units by splitting the site according to its existing lot lines.

•                     The surrounding area consists primarily of single-family residential uses, a church, and City-owned property to the west proposed for recreational open space.

•                     The amendment would eliminate an isolated commercial pocket, reduce potential commercial development intensity, and align the Countywide Plan Map category with the surrounding residential development pattern.

•                     Forward Pinellas and the Planners Advisory Committee each unanimously recommended approval of the proposal.
