Recommended Action

Approval of two renewals under the Master Service Agreement with Operation PAR, Inc. (Operation PAR) to continue to provide substance use services to Pinellas County Health Program clients.

 

                     The renewals with Operation PAR will support continued provision of substance use intervention and treatment services to Pinellas County Health Program clients including case management, counseling, and medication-assisted treatment.

                     Health Resources and Services Administration (HRSA) is a recurring grant award #5 H80CS00024-23-00; no match is required.

                     The Board of County Commissioners previously approved the following items related to the program; Master Services Agreement for this HRSA grant funding on April 26, 2022, under item #22-0086A, the first amendment to Master Services Agreement and Health Care for the Homeless (HCH) Fiscal Year (FY) 2022 Carryover allocation on February 14, 2023, under item# 22-1299D, Renewals on June 23, 2023, under item # 23-0414D and FY23 HCH Carryover allocation on February 27, 2024 under item # 23-1108D.

                     Funding for this action renews braided program funding in an amount not to exceed $1,021,750.00 comprised of a recurring HRSA Grant Award ($547,750.00), Low-Income Pool Program ($270,000.00), and General Fund dollars ($204,000.00) through September 30, 2025. No County grant match is required. Funding for the first year of this agreement is included in the FY24 Adopted Budget in the General Fund. Funding for the second year of this agreement is included in the requested FY25 Budget submission.

Summary

The two renewals with Operation PAR will support continued provision of substance use intervention and treatment services to Pinellas County Health Program clients. Substance use services provided by Operation PAR include individualized treatment plans, case management, counseling, and medication assisted treatment as appropriate for each client.

Background Information:

The Pinellas County Health Program provides integrated primary and behavioral health care through on-site screening, assessment, and referral to behavioral health services. Operation PAR provides substance use services for the Pinellas County Health Program and is licensed to deliver all three FDA approved medications for opiate use disorder treatment, methadone, buprenorphine, and naltrexone (Vivitrol).

The program is funded with a combination of recurring grant award from the HRSA, LIP Program, and General Fund dollars to serve individuals experiencing homelessness. HRSA and LIP funding is allocated exclusively for clients experiencing homelessness.

The Board previously approved the following items related to the program; Master Services Agreement for this HRSA grant funding on April 26, 2022, under item #22-0086A, the first amendment to Master Services Agreement and HCH FY22 Carryover allocation on February 14, 2023, under item# 22-1299D, Renewals on June 23, 2023, under item # 23-0414D and FY23 HCH Carryover allocation on February 27, 2024 under item # 23-1108D.

 

Fiscal Impact:

Funding is comprised of a recurring HRSA Grant Award # 5 H80CS00024-23, LIP Program, and General Fund dollars. No Match is required. The total not to exceed amount from the three (3) funding streams is as follows:

$547,750.00 - HRSA (March 1, 2024 - February 28, 2025)

$270,000.00 - Low Income Pool (October 1, 2024 - September 30, 2025)

$204,000.00 - Human Services General Fund (October 1, 2024 - September 30, 2025)

$1,021,750.00 - Total Funding allocation under this action.

Funding for these renewals is consistent with the FY24 Adopted Budget and the anticipated FY25 Budget. Human Services and OMB have determined the department can absorb this within the FY24 and FY25 budget without the need for a budget amendment.
