Recommended Action

Approve the resolution accepting grant funds from the Florida Department of Transportation (FDOT) and the Joint Participation Agreement (JPA) for a new airport maintenance building in the amount of $750,000.

Grant funding covers 50% of the project, with a match from the Airport’s Capital Improvement Program budget.

Authorize the Chairman to execute and the Clerk to attest.

Summary:

The JPA will help fund a New Airport Maintenance Building to replace the existing 40-year old maintenance facility located on 46th Street south of Roosevelt Boulevard.  The new 6,000 square-foot airport maintenance building will be constructed on the perimeter of the airfield.  The new location will increase efficiency by providing Airport Facilities personnel with direct access to the airfield and terminal building and help to enhance efficiency, particularly once the new elevated Gateway Express toll road is constructed over Roosevelt Boulevard.

 

Background Information:

The current airport maintenance facility is a 40-year old building that requires ongoing maintenance and does not meet current hurricane codes.  It is located on the south side of Roosevelt Boulevard, opposite from the airfield and terminal and is not advantageous for responding to maintenance calls.  The constant need for vehicles and equipment to cross Roosevelt Boulevard is inefficient and can be dangerous for slow moving vehicles such as backhoes and mowers.  The new 6,000 square foot building will be used to house Airport Facility personnel and equipment.  The location of the new airport maintenance building will be situated on the west perimeter of the airfield, providing greater efficiency for response calls and an increase in safety by eliminating the constant need to cross Roosevelt Boulevard.  The existing airport maintenance facility will either be available for lease or demolished to allow for new development opportunities.

 

Fiscal Impact:

Grant funding of 50% of the project’s construction costs is provided by the FDOT with this JPA.  Matching funds of 50% will be provided by the Airport’s Capital Improvement Program budget.  Construction bids will be obtained in spring 2017 and construction should begin summer 2017.  The County’s project number is 000031A.  The design of this project was funded 100% with the Airport’s Capital Improvement Program budget (approximately $166K).
