Approve and sign Change Order No. 1 with RTD Construction, Inc. (RTD Construction) for Process Pump 90 modifications at the Waste-to-Energy (WTE) Facility.

Bid No. 134-0449-CP(DF); PID No. 000244A/2137; in the amount of $71,404.30, to be completed by February 11, 2016.

Summary:

The change order is for the installation of a “looped” water system (supplying water from two directions) to serve the WTE facility.  The additional work scope includes the installation of approximately two hundred (200) linear feet of six (6) inch pipe, including appurtenances, to be connected to the existing service water line.

The added value of the looped system includes:
1. Improved water pressure to all points of the WTE service water system

2. Elimination of dead end piping, which will mitigate sediment build-up
3. Increased reliability of the service water system during maintenance events  

 

Background Information:

During the design phase, the team proposed to repurpose a segment of six (6) inch boiler feed piping that was not in use to create a looped water system.  However, the out-of-service lime softening plant tanks and equipment obstructed the underground route for the proposed looped water system pipeline.  Recently, the new WTE contractor completed the demolition of the lime softening plant, thus facilitating the opportunity to implement the looped water system improvements.

The original project scope was to modify a portion of the pumping and piping system to provide for controlled gravity feed of service water from the ground storage tank to the cooling tower reservoir, and to provide service water to the WTE facility to meet current demands, thereby, reducing the purchase of reclaimed water.  The process pump 90 is a retrofit and upgrade which includes new variable frequency drives/motor control system and modification of exiting piping allowing for a direct connection between the existing ground storage tank and the WTE cooling tower reservoir.

 

Fiscal Impact:

Original Agreement Amount:               $462,120.00

Increase due to Change Order No. 1: $  71,404.30

Revised Agreement Amount:               $533,524.30

 

Funding for this project is derived from the Solid Waste Enterprise fund.
