Approval and execution by the County Administrator of the Community Development Block Grant - Coronavirus Response (CDBG-CV) Program Subaward Subrecipient Agreement (Agreement) with Feeding America Tampa Bay, Inc. d/b/a Feeding Tampa Bay, for food distribution program operations to respond to the Coronavirus pandemic (COVID-19).
• This Agreement provides CDBG-CV funding, not to exceed $216,619.79, which includes the unused balance of a previous award and new funding, to Feeding Tampa Bay for costs associated with the purchase and distribution of food and meals to approximately 350 unduplicated low- and moderate-income individuals and families who continue to experience food insecurity.
• This Agreement is effective for one (1) year, from January 1, 2025, to December 31, 2025.
• The Feeding Pinellas Empowerment Center is located at 6330 54th Avenue North in St. Petersburg, serving the locally designated Central Lealman and East Lealman Target Areas.
• Authority for the County Administrator to sign this Agreement is granted under Resolutions 20-68, 21-24 and 24-46.
• Funding for this Agreement is included in the FY26 Adopted Budget of Housing & Community Development (HCD) in the Community Development Block Grant (CDBG) Fund.

Summary:
One of the projects to be carried out under the Substantial Amendments to the County’s Annual Action Plan for Fiscal Year 2020 (FY20) is funding of the Public Service Program for activities that respond to COVID-19. The Feeding Tampa Bay activity is an eligible activity under the Public Service Program.
This Agreement makes the remaining balance of previously awarded CDBG-CV funding and new additional funding available to Feeding Tampa Bay. The County executed Agreement CDCV19FTBFOOD2 which provided $323,791.36 in CDBG-CV funding for the project. Feeding Tampa Bay expended $223,864.58. However, the Agreement expired before project completion. This Agreement makes the $99,926.78 of unused funds and $116,692.98 of new funds available to Feeding Tampa Bay for the project.
This Agreement is effective for one (1) year, from January 1, 2025, to December 31, 2025.
Background/Explanation:
In accordance with the adopted Consolidated Plan and Annual Action Plan, it is necessary to enter into an Agreement with qualified agencies to allow for certain activities stated in the Annual Action Plan to be contractually delegated and specify the obligation of the agencies receiving funds in meeting Federal, State and County requirements.
On March 27, 2020, the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), Public Law 116-136, was signed providing funds to respond to the growing effects of COVID-19. The County received $3,883,784.00 in CDBG-CV funding from the U.S. Department of Housing and Urban Development to be used to prevent, prepare for, and respond to COVID-19.
On January 19, 2022, an updated Notice of Funding Availability (NOFA) and application cycle was advertised in newspaper and posted on the Community Development website and emailed to nonprofit agencies and local municipalities.
The competitive application process began on January 26, 2022, with applications being due February 25, 2022. Applications were reviewed for funding eligibility and scored by Community Development Division staff. Funding recommendations are based on staff ranking of eligible activities and eligible expenses.
On May 7, 2024, the Board Chair executed Agreement CDCV19FTBFOOD2 which provided $323,791.36 in CDBG-CV funding for operating expenses including program delivery salaries and the purchase of food for food and meal distribution activities, benefitting approximately 350 unduplicated low- and moderate-income individuals.
Agreement CDCV19FTBFOOD2 was effective from January 1, 2024, to December 31, 2024. The Agreement expired on December 31, 2024.
Fiscal Impact:
The funding for this new agreement is not to exceed $216,619.79 during the term of the Agreement. The funding includes new funds in the amount of $116,692.98 and the remaining balance of previously contracted funds in the amount of $99,926.78.
Funding for this Agreement is included in the FY26 Adopted Budget of Housing & Community Development (HCD) in the Community Development Block Grant (CDBG) Fund.
