Summary:
Approval of this contract provides for the issuance of individual work orders under a master CFA, in lieu of separate CFAs between the parties, in order to promote efficiency and productivity improvements for County.
Contracted services will consist of, but not be limited to: coastal surveys, habitat/vegetation studies, and water quality monitoring; traffic and intelligent transportation system research studies, data analysis, and technology evaluation.
Background/Explanation:
The parties have a long, successful, proven track record of contracting together primarily through a series of individual CFAs. Rather than continue to enter into multiple CFAs, USF has proposed that it perform such environmental and transportation services on a work order basis under the authority of a single master CFA. The proposed approach by USF mirrors that which they utilize to perform similar environmental services for Hillsborough County and the City of Tampa.
This master work order agreement does not preclude the parties from entering into separate CFAs should the need arise.
This Agreement shall be effective upon execution by both parties and shall expire upon the later of (1) December 31, 2022, or (2) satisfactory completion of all work orders effective on or before December 31, 2022.
Fiscal Impact:
The County shall issue individual work orders in the form of a written notice to proceed (NTP) for environmental and transportation services to USF on an as needed basis. USF will not perform any work in the form of a work order until an NTP is issued. The County will pay USF for each work order on a lump sum reimbursement basis. The total Compensation for services provided hereunder shall not exceed $250,000.00 per calendar year.
Individual work orders will be reimbursed from the Public Works operating budget. The agreement is consistent with the FY20 budget request.
Delegated Authority:
Authority for the County Administrator to sign this agreement is granted under Code Section 2-62 (a)(1).
