Recommended Action

Approval and execution by the County Administrator of the Hazard Mitigation grant program application (Application) modification with the Florida Division of Emergency Management (FDEM) for the construction of the McKay Creek Operable Lake Controls and Supervisory Control and Data Acquisition (SCADA) project.

                     Grant funding provided by the Presidential Disaster Declaration for Hurricane Ian (DR-4673) to be used for construction of a flood mitigation project to implement lake level controls and a SCADA system.

                     Requested grant funding is $3,000,000.00 for Fiscal Years (FY) 2025-2027 toward the total project cost of $4,000,000.00 approved by the County Administrator August 1, 2023 (Legistar 23-0365D).

                     Anticipated County match is $1,000,000.00 over FY25 - FY27.

                     FDEM has requested a modified application submission to include additional forms as part of their Request for Information Process.

Summary:

This modification provides for resubmission of the Application with updated forms required for submission by FDEM including the Application and Construction Assurances form; Lobbying, Debarment and Suspension, and Drug-Free Workplace; and Budget Information forms.

Potential grant funding to provide construction funding assistance for the proposed flood mitigation project to implement lake level SCADA controls at two (2) locations, Taylor Lake and Walsingham Reservoir, which are part of the McKay Creek watershed. The subject drainage improvement project is a watershed-wide benefit to temporarily lower lake levels of both major waterbodies during select times of the rainy season and before a hurricane/major rainfall event. 

The total construction cost estimate is approximately $4,000,000.00.  The requested Grant Program funding is $3,000,000.00, with an anticipated County match of $1,000,000.00.

 

Background/Explanation:

Pinellas County was allocated $6,300,000.00 in Hazard Mitigation Grant Program Funding from the Presidential Disaster Declaration for the Hurricane Ian (FEMA-4673-DR-FL). The grant process is directed through the County’s Local Mitigation Strategy (LMS) Committee. Projects are ranked and selected by LMS prior to beginning the grant application process. The cost-share fluctuates based on how the project is ranked by FDEM. Projects are anticipated to receive 75% federal funding and require a minimum 25% local (County) match.
