Approval and signature by the Administrative Services Director of Amendment No. 1 to the Grant Agreement with the Florida Department of Environmental Protection (FDEP) for the Pinellas County Shore Protection Project at Long Key/Upham Beach County
• Amendment No. 1 replaces Attachments 1A through 5A in their entirety with revised Attachments 1A through 5A.
• Revised Attachments address standard and special terms and conditions, the grant work plan, public record and audit requirements.
• Specifically, Attachment 3A grant work plan removes Task One (1): United States Army Corps of Engineers (USACE) Multiphase Project and replaces it with Task One (1): Construction, for a County Led project.
• Amendment No. 1 provides for a time extension for twelve (12) months.
• No cost increase as part of the Amendment.
• Long Key-Upham 9th Nourishment project, 004487A, is budgeted in the Proposed FY26-FY31 Capital Improvement Plan and funded by Tourist Development Tax (TDT) and State grant funding with FDEP.

Summary:
Amendment No.1 to the Agreement replaces Attachments 1A through 5A in their entirety with revised Attachments 1A through 5A. The revised Attachments address standard and special terms and conditions, the grant work plan, public record and audit requirements. Specifically, Attachment 3A grant work plan removes Task One (1): United States Army Corps of Engineers (USACE) Multiphase Project and replaces it with Task One (1): Construction, for a County Led project. Finally, Amendment No. 1 provides for a time extension of twelve (12) months extending the Agreement term until December 31, 2026.
Agreement 23PI1 is for the Long Key/Upham Beach segment of the County Shore Protection Project, which was put on hold by the United States Army Corps of Engineers (USACE). The Project is approximately forty-five hundredths of (0.45) miles of shoreline of the four-point one (4.1) mile federal Shore Protection Project.
Background/Explanation:
This is the ninth nourishment of Upham Beach, last completed in 2019. The initial project occurred in 1980 and the most recent cycle prior to the 2019 nourishment was completed by the USACE in 2014. Since 2014, Tropical Storm Hermine and Hurricane Irma have contributed to significant erosion of the beach. The Long Key/Upham Beach segment of the Pinellas County Shore Protection project, together with the Treasure Island segment, was recently authorized as one project for an additional 50 years. This project is being constructed by the County without Army Corps support.
Funds are budgeted in the County’s Capital Improvement Program: Physical Environment, Coastal Management Projects program allocation. The Tourist Development Tax dedicated for beach nourishment will pay for the County’s portion of costs. FDEP will provide funding not to exceed $1,325,000.00, if needed.
