Approval of the Municipal Services Taxing Unit (MSTU) special projects funding request made by the Pinellas County Sheriff’s Police Athletic League (PAL) for the purpose of contributing funds toward the purchase of one new portable classroom unit to be used as a computer lab/classroom.

 

                     PAL is seeking MSTU Special Projects funding in the amount of $18,446.00 to contribute to the cost of a portable classroom at its Lealman location.

                     PAL was awarded a Juvenile Welfare Board Non-Operating & Capital Projects grant in October 2021 in the amount of $84,063.96. However, since that time prices have increased, hence PAL is requesting the $18,446.00 in MSTU funding to cover the additional costs.

                     Positive short- and long-term outcomes referenced by PAL that would result from this funding include:

a.)                     Increased enrollment and participation in PAL programs as activities and facilities are upgraded.

b.)                     PAL youth take a greater sense of pride in their community, knowing people really care about their future.

c.)                     Upgraded facilities shows a long-term commitment to the Lealman community.

Summary

PAL currently has two portable classrooms that are at least twenty-five years old, located at our Lealman Sports Complex facility. These buildings are owned by the Pinellas County School Board, one serves as a computer lab and the other is set up as a classroom. These two buildings do not meet current required building codes, the classroom unit has sustained fire damage and is not currently usable. The expense to bring the old portables up to current building codes is extremely costly, and PAL would still have very old structures. PAL would like to purchase one new portable unit built to current building codes, to be used as a computer lab/classroom.

Background Information:

PAL signed paperwork to order the new portable classroom on February 4, 2022 and has been given a late June to early July delivery date. PAL will coordinate with Duke Energy and Pinellas County Schools to disconnect power and remove the old classrooms when we have a firm delivery date for the new unit. After setup of the new classroom/computer lab, Duke will hookup the power, the electrician will install a panel and wiring, and the computer company set up and configure the room.
Short-term program outcomes:
(1) Increased enrollment and participation in PAL programs as activities and facilities are upgraded.
(2) Current PAL participants are excited to learn in a bright, clean, new facility for educational activities.
Long-term program outcomes:
(1) Improved academic performance because of increased participation.
(2) PAL youth take a greater sense of pride in their community, knowing people really care about their future.
(3) Upgraded facilities shows a long-term commitment to the Lealman community.

 

Fiscal Impact:

The request for funding in the amount of $18,446.00 is a one-time expenditure of budgeted MSTU Special Projects funds. The cost for the entire project is $102,509.96. The balance of $84,063.96 will be paid by PAL through its capital fund budget and/or the JWB grant.
