Approval and execution by the County Administrator of the Letter of Agreement with the Florida Association of Community Health Centers (FACHC) to accept $46,321.91 in State funding to increase the provision of health services to the uninsured, and underinsured clients of the Health Care for the Homeless (HCH) program through June 30, 2018.

Summary:
The HCH program will utilize these funds to increase health services for the uninsured, and underinsured clients served by the Mobile Medical Unit and Bayside Health Clinic.
Background/Explanation:
Per the General Appropriations Act of State Fiscal Year 2017-2018, passed by the 2017 Florida Legislature, FACHC has established a disbursement schedule to disperse to the FQHCs a total of $6,000,000, of which $46,321.91 will be disbursed to the Pinellas County Board of County Commissioners, Health Care for the Homeless Program.
The FACHC and the FQHC have agreed that these funds will be used to increase the provision of health services for the uninsured, and underinsured clients of the Health Care for the Homeless program. The increased provision of health services will be accomplished through any of the following efforts: increase the number of access points for patient services; increase the number of clinical providers; development of an ER Diversion program to offset non-essential hospital ER visits, increase hours and operational efficiencies to improve primary care services, and/or increase efforts in disease management services.
Fiscal Impact:
The Letter of Agreement provides one installment payment not to exceed $46,321.91 for services rendered through June 30, 2018. This additional funding and the associated increased level of service were not anticipated and, therefore, not included in the Fiscal Year 2018 Proposed Budget for the Human Services Department. This may be incorporated into the Tentative Budget. Alternately, if necessary, a budget resolution may be brought forward for consideration.

Authority for the County Administrator to sign this Letter of Agreement is granted under Code Section 2-62 (a)(1).
