Subject:

Interlocal Agreement between Pinellas County and the Pinellas Suncoast Transit Authority for use of the Pinellas County Intergovernmental Public Safety 800 MHz Radio System.

label

Recommended Action:d An

Approval and execution by the County Administrator of the Interlocal Agreement (ILA) between Pinellas County and the Pinellas Suncoast Transit Authority (PSTA) to allow access to the Radio System.

Body

Strategic Plan:

Deliver First Class Services to the Public and Our Customers
5.1 Maximize partner relationships and public outreach
5.2 Be responsible stewards of the public’s resources
5.3 Ensure effective and efficient delivery of county services and support

Summary:

Sharing of the radio system provides economies of scale and meets the regional goal of interoperability and interagency communications. Access to the radio system also allows for seamless communication with Emergency Management during a disaster activation as PSTA assists with evacuations under Federal Emergency Management Agency (FEMA) Emergency Support Function (ESF) #1 Transportation.

Background/Explanation:

PSTA has been on the Pinellas County Public Safety Radio System for over 25 years. The ILA formalizes the association between Pinellas County and PSTA.

Fiscal Impact:

PSTA’s portion of annual maintenance based on their portion of airtime is $71,030. This results in sharing a percentage of the cost for the radio system infrastructure maintenance. Cost recovery to the County will be allocated between the General Fund, Moving Violation Surcharge Fund (law enforcement), and Emergency Medical Services Fund.

Delegated Authority:

Authority for the County Administrator to sign this ILA is granted under Code Section 2-62 (a)(1).
