Approval and execution by the County Administrator of Change Order No. 1 (final), decreasing the final contract amount by $386,348.85, to the agreement with Preferred Materials Inc. for Fiscal Year (FY) 2024 Pavement Preservation - Package 3.

 

                     The proposed FY24 Pavement Preservation Package 3 contract consists of milling and resurfacing, pavement marking, detector loops, and traffic control required to complete the following four projects:

o                     Project A-PID 005631A-Tampa Road Resurfacing (Belcher Road-U.S. Highway 19/Lake St. George-Curlew Road)

o                     Project B-PID 005692A-Local Group 63 (Beacon Groves in Palm Harbor)

o                     Project C-PID 005634A-Local Group 86 (CR 1-Wexford Drive East/Saddle Court-Tenby Way in Palm Harbor)

o                     Project D-PID 005697A-Local Group 99 (Colonial Boulevard West-Rusty Grackle Drive/Colonial Boulevard-U.S. Highway 19 North in Palm Harbor)

                     The project was substantially complete on March 5, 2025, and obtained final completion on April 25, 2025. Liquidated damages do not apply, as the county obtained substantial and beneficial use on March 5, 2025.

                     This change order decreases the final contract sum by $386,348.85 for a final new total of $4,517,881.15.

                     Final inspections of the project for all work performed under the contract were conducted by representatives of the Public Works Construction Management Division and the Traffic and Highway Division. All work has been completed per the construction contract documents.

                     Funding for subprojects, Tampa Road Resurfacing Project 005631A, Local Group 63 Project 005692A, Local Group 86 Project 005634A, and Local Group 99 Project 005697A is reflected in the FY25 Capital Budget, budgeted under the Road Resurfacing & Rehabilitation PIV Project 004192A, funded by the Penny for Pinellas, and the Transportation Millage Capital Resurfacing Program Project 005700A, funded by the Transportation Millage.

 

Contract No. 23-0833-ITB-C, decrease the amount by ($386,348.85) for a new total of $4,517,881.15.

The project was substantially complete on March 5, 2025, and obtained final completion on April 25, 2025. Liquidated damages do not apply, as the county received substantial and beneficial use on March 5, 2025. Final inspections of the project for all work performed under the contract were conducted by representatives of the Public Works Construction Management Division and the Traffic and Highway Division. All work has been completed in accordance with the construction contract documents. The time between substantial and final completion accounts for the duration to complete the walk-through inspection with project stakeholders, punch list items, final testing, project acceptance, receipt of final approval of Engineer of Record (EOR), final project deliverables, final quantity of materials audit, resolution of claims and disputes, and receipt of final invoice.

Final quantities have been tabulated, resulting in a net decrease of $386,348.85. This is the difference between estimated and final quantities, and the balance of unspecified work not used.
