Recommended Action:

Recommended Action

Approval and execution by the County Administrator of the “Option of Renewal,” allowing the Interlocal Agreement (ILA) between Pinellas County and the Pinellas Suncoast Transit Authority (PSTA) governing Jolley Trolley and Looper Group to continue for another twelve months.

•                     Original ILA was entered into on March 20, 2018.

•                     Renewal period is effective October 1, 2018 through September 30, 2019.

•                     Jolley Trolley and Looper Group are PSTA’s non-profit partners governed by PSTA.

Body

Strategic Plan:

Deliver First Class Services to the Public and Our Customers
5.1 Maximize partner relationships and public outreach
5.2 Be responsible stewards of the public’s resources
5.3 Ensure effective and efficient delivery of county services and support

Summary:

Sharing of the radio system spectrum utilized by PSTA with its two non-profit partners, Jolley Trolley and Looper Group, both controlled by PSTA, provides economies of scale and meets the regional goal of interoperability and interagency communications.

Background/Explanation:

The original ILA was effective March 20, 2018 with five (5) additional one (1) year periods upon written agreement of the parties. Inadvertently, the renewal agreement was not entered upon before the expiration date. The current renewal term is from October 1, 2018 through September 30, 2019.

Fiscal Impact:

PSTA’s portion of annual maintenance based on their portion of airtime is $71,030.00. PSTA will pay the County an additional $3,000 annual access fee for Jolley Trolley and Looper Group. This results in sharing a percentage of the cost for the radio system infrastructure maintenance. Cost recovery to the County will be allocated between the General Fund, Moving Violation Surcharge Fund (law enforcement), and Emergency Medical Services Fund and is consistent with the FY19 Adopted Budget and FY20 budget request.

Delegated Authority:

Authority for the County Administrator to sign this ILA is granted under Code Section 2-62 (a) (1).
