• Three bids received with award recommendation to TLC Diversified, Inc. as the lowest responsive and responsible bidder in the amount of $3,190,000.00.
• All work is to be completed by June 30, 2027.
• The Small Business Enterprise commitment is 5% for this contract.
• Funding for this agreement is available under Pump Station 182 Rehabilitation project 005221A, included in the Capital Improvement Plan, funded by the Sewer Renewal and Replacement Fund, in the amount of $3,681,000.00.

Summary
The purpose of this project is to rehabilitate the existing pump station that includes four 20 hp submersible pumps, a circular wet well, below-grade valve vault, BioAir odor control system, 230-volt power feed and panel, diesel powered back-up generator, SCADA monitoring system, and piping.

Background Information:
The Purchasing Division issued an invitation to bid on August 6, 2025, on behalf of the Utilities Department. Three submittals were received with award recommendation to TLC Diversified, Inc., as the lowest responsive responsible bidder.
Recent evaluations of the pump station equipment have uncovered existing components to be severely corroded, older than original design life, and in poor condition. Pump Station 182 is a master sanitary sewer pumping station located in Madeira Beach that conveys the sewage flow to South Cross Bayou Water Reclamation Facility (SCBAWRF) for treatment. Long term interruption of service to this pump station would impact Madeira Beach sanitary sewer customers and could lead to sewage backups, foul odors, and environmental and/or health concerns. Rehabilitation to the pump station is a critical investment in County infrastructure to continue to meet service requirements.
Fiscal Impact:
Total agreement not to exceed: $3,190,000.00
FY 2026: $2,400,000.00
FY 2027: $790,000.00
