Approval of the Joint Project Agreement (JPA) with the Town of Belleair (Town) to address utility conflicts associated with County proposed sidewalk improvements on Mehlenbacher Road from Gulf View Drive to Belleair Forest Drive.
• Existing Town water distribution main, including appurtenances, must be replaced, and realigned to accommodate the proposed sidewalk project located within the County’s right of way.
• Anticipated work will benefit the general public and provide economic advantage to both County and Town through this JPA.
• Estimated cost of utility improvements to be funded by Town is $357,761.25.

Summary:
Summary
The sidewalk project along Mehlenbacher Road will displace approximately 3,418 linear feet of six-inch PVC water main owned by the Town which is within the County’s right of way. The JPA provides a vehicle for the Town to incorporate the necessary utility relocation work as part of the County’s sidewalk project.
The Town has prepared, at its expense, the design of plans and specifications for utility work and will provide such plans to the County through this JPA. The County and Town mutually agree that it is economically beneficial to have the County perform the bidding and award of the construction contract for the Project, including the Town’s utility work as a separate option item in the bidding document. The Town will be notified upon opening and evaluation of bids received and will have fifteen (15) days to proceed or provide intent to address the utility work internally.

Background Information:
The JPA provides the funding mechanism for the Town to pay the County for construction activities, and further identifies both County and City responsibilities throughout the duration of the project. This JPA will result in economic advantage to both the County and Town providing both parties reduced costs from joint mobilization, maintenance of traffic, site restoration, and coordination of timing, as well as creating timing efficiencies for all stakeholders.
Fiscal Impact:
This project is budgeted in the FY22-27 Capital Improvement Program: Transportation Function, Sidewalk Projects program. Funding for this project is provided by the Local Infrastructure Sales Surtax (Penny for Pinellas).
The Town has verified that funding for the JPA utility work, in the amount of $357,761.25, is available. The Town’s preliminary estimated utility work is $340,725.00, plus an additional five percent (5%) for County contract administration, compaction and backfill testing cost of $17,036.25.
