Approval of Amendment No. 1 Guaranteed Maximum Price (GMP) to the agreement with Creative Contractors, Inc. for the North County Service Center.

 

                     This GMP Amendment increases the contract by $50,037,382.00 for a revised contract total of $50,134,882.00 for construction phase services.

                     This contract was awarded by the Board of County Commissioners on May 24, 2022, in the amount of $97,500.00 for a term of seven hundred thirty consecutive calendar days.

                     Three certified Small Business Enterprise (SBE) subconsultants are included in this amendment: Bell Architectural, Peninsular Mechanical, and Kenstruction Dynamics for total SBE fees in the amount of $4,718,000.00, or approximately 9% of the total amendment.

                     Funding is budgeted under the North County Service Center Design and Construction Project 003904A funded by the General Fund and Penny for Pinellas.

 

Contract No, 21-0750-CMAR increase in the amount of $50,037,382.00 for a revised not to exceed total of $50,134,882.00, effective through December 21, 2027; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary

This amendment finalizes the Agreement and locks in the Construction Manager at Risk’s (Creative Contractors, Inc.) GMP for construction phase services.

The scope of this project is to provide a proposed new 3- story office building which will replace the existing North County Service Center (NCSC) and associated parking located at 29582 U.S. 19 North, Clearwater, Florida. The existing 1-story NCSC is a 19,000 GSF building located at this site and will be demolished. The three (3) end-users involved include the Pinellas County Tax Collector, the Pinellas County Property Appraiser, and the Pinellas County Clerk. Because of the density of this site, parking and operational requirements, a free-standing parking garage to address the total parking needs at this facility is required.

In 2014, the County moved forward with a process to consolidate and improve court service and customer service for citizens located across Pinellas County. This endeavor included the anticipated relocation of the Traffic Court and related support agencies including Judiciary, Sheriff, and State Attorney from the NCSC to the County Justice Center. The Clerk currently occupies the building and wishes to remain at this location. The Tax Collector and Property Appraiser would move staff from leased space into this County-owned space. The Clerk would also like to remain on site; however, maintain a smaller footprint. The three (3) end-users would like to centralize their activities in this part of the County and provide a one-stop shop concept to improve customer service.

Two new buildings are proposed for this site and include an approximately 79,492 GSF three-story Administrative Office Building, and an approximately 139,800 GSF Parking Garage which would be connected by a covered walkway. The total peak parking count was determined to be 384 parking spaces and would be satisfied with some surface parking and the parking garage. The parking garage will be a precast concrete type structural system. All programming, planning and design has been completed in order for the GMP to be produced and submitted.

Background Information:

The County is constructing a new North County Service Center (NCSC) and associated infrastructure located at 29582 U.S.19 North in Clearwater.  The current Building was built in 1978 and no longer meets intended operational requirements, is too small and not efficient for citizens to use.

Funding is budgeted under the North County Service Center Design and Construction Project 003904A funded by the General Fund and Penny for Pinellas. Total available funding is the amount of the full project allocation as represented in the approved Capital Improvement Plan. Available funding in excess of the recommended not-to-exceed amount is available for other project costs. In the event that future fiscal year funding is not available for this project, the County maintains the authority to terminate this agreement.
