Approval and execution by the County Administrator of the First Amendment to the Second Statement of Work (Amendment) to include counseling services for Pinellas County Health Program (PCHP) clients and the Fifth Statement of Work (SOW) to the Master Services Agreement with Operation PAR, Inc. (Operation PAR) for the no-cost extension of the Health Resources and Services Administration (HRSA) Health Care for the Homeless (HCH) Grant.
• The amendment reallocates current funding to add direct counseling services for PCHP clients. This amendment has no fiscal impact.
• The SOW reallocates $56,771.00 of unspent funding from the March 1, 2023 - February 29, 2024 HRSA HCH Grant period to the current grant period of March 1, 2024 - February 28, 2025. No match is required.
• The Board of County Commissioners previously approved the following items related to the program: Master Services Agreement for this HRSA grant funding on April 26, 2022 under item #22-0086A, the first amendment to Master Services Agreement and HCH Fiscal Year (FY) 2022 Carryover allocation on February 14, 2023 under item #22-1299D, renewals on June 23, 2023 under item #23-0414D, FY23 HCH Carryover allocation on February 24, 2024 under item #23-1108D, and second renewals on May 21, 2024 under item #24-0711A.
• Funding for the First Amendment to the Second Statement of Work including counseling services for PCHP clients is included in the FY24 Adopted Budget and the FY25 Proposed budget and has no fiscal impact and only reallocates current funding of $56,771 of unspent grant funding from the previous grant period to the current grant period for the same type of services.
• Funding for the Fifth SOW to the Master Services Agreement with Operation PAR is included in the FY24 Adopted Budget and the FY25 Proposed budget and also has no fiscal impact and only changes the statement of work.

Summary:
The Amendment adds a 0.5 FTE Counselor position dedicated to providing counseling services to PCHP clients. The SOW reallocates carryover funds from the March 2, 2023 - February 28, 2024 HRSA HCH grant year to provide additional substance use services in the March 1, 2024 - February 28, 2025 grant year. The carryover funding will supplement current grant year budget for Operation PAR to provide additional services to HCH clients.
Background/Explanation:
The Pinellas County Health Program provides integrated primary and behavioral health care through on-site screening, assessment, and referral to behavioral health services. Operation PAR provides substance use services for the Pinellas County Health Program and is licensed to deliver all three FDA approved medications for opiate use disorder treatment, methadone, buprenorphine, and naltrexone (Vivitrol).
HRSA approved the Financial Funding Report which authorized the carryover funding on May 29, 2024. The SOW to the Master Services Agreement is to allocate the carryover funding to provide additional Medication Assisted Treatment (MAT) to HCH clients during the March 1, 2024 - February 28, 2025 grant year.
Fiscal Impact:
There is no fiscal impact to the funding for the Amendment in an amount note to exceed $204,000.00. The Amendment is funded by general fund dollars and is included in the Human Services FY24 Adopted Budget and FY25 Proposed Budget. No match is required. This Amendment only directly impacts the SOW, not the fiscal amount.
Funding for the SOW in an amount not to exceed $56,771.00 is provided through Grant Award #6 H80CS00024-22-05. No match is required. This $56,771.00 was not included in the FY24 Adopted Budget or FY25 Proposed Budget. The FY24 Adopted Budget and FY25 Proposed Budget does include $547,750.00 for this grant, which is recurring. If the FY25 Budget does not include enough funding, a budget amendment may be requested.
