Approval of the ranking of firms and agreements with six firms for the requirements of the Parks & Conservation Resources Professional Engineering Services 2025-2030.

                     This contract will provide the Parks and Conservation Resource Department with as-needed continuing professional engineering and consulting services for the delivery of various projects programmed in the County’s Capital Improvement Program.

                     Twenty-two submittals were received with award recommendation to the top six firms in the total amount of $12,000,000.00 ($2,000,000.00 per firm) for a five-year term, in accordance with the Consultants Competitive Negotiation Act (CCNA), per Florida Statute 287.055.

                     All the prime vendors have committed to utilizing multiple certified Small Business Enterprise (SBE) firms for engagements resulting from this contract. Percentage goals are not established for the CCNA’s continuing contracts. When the County utilizes a firm for an engagement, the requesting department working with Economic Development will ensure SBE’s are utilized.

                     These contracts are used on an as-needed basis with no obligation to spend the full amount of the contracts or to spend in any given year. Funding is available in the Fiscal Year 2026-2031 Capital Improvement Plan. Obligation will occur at the time of purchase order.

 

Contract No. 25-0734-RFQ-CCNAC in the amount of $2,000,000.00 per vendor for a five-year total not to exceed $12,000,000.00; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

This contract will provide the Parks Department with continuing professional engineering and consulting services for the delivery of various projects programmed in the County’s Capital Improvement Program (CIP).

Background Information:

Parks & Conservation Resources is a department dedicated to the preservation of the County’s most treasured assets: park land, environmentally sensitive land, and the history of Pinellas County. The department intends on partnering with professionals and the public to provide ongoing education as we work toward this common goal.

A Request for Qualifications (RFQ) to comply with the Consultants Competitive Negotiation Act (CCNA), per Florida Statute 287.055, was released on July 10, 2025; the negotiation of agreements concluded on November 13, 2025.

 

The contract includes fully burdened hourly rates negotiated after conclusion of the evaluation process.

 

The rates include all labor, direct/indirect overhead margins/profits, and travel within the Tampa Bay Metropolitan Statistical Area (TBMCSA). Travel outside of the TBMCSA will be reimbursed in accordance with Florida Statutes.

 

Fiscal Impact:

These agreements will be used on an as-need basis for various projects with no obligation to spend the full contract or to spend in any given year. Funding for this agreement is available in the FY26-FY31 Capital Improvement Plan. Funding source(s) will be determined by the projects selected to utilize the agreement.
