Approval and execution by the County Administrator of the Emergency First Amendment with Tetra Tech, Inc, Thompson Consulting Services, LLC, Rostan Solutions, LLC, and True North Emergency Management for the requirements of disaster debris monitoring and management services.

 

                     This contract provides comprehensive disaster debris monitoring and management services.

                     This amendment allows for an increase of $4,818,490.00 to the current contract amount of $1,181,510.00 for a revised not-to-exceed total of $6,000,000.00 collectively among all vendors for required funds needed for recent hurricane response, red tide mitigation and ensuring contract funds are available/replenished to respond to next disaster event.

                     Funding for this contract has been made available from General Fund reserves for Hurricanes Helene and Milton response and recovery. A portion of the costs incurred will likely be offset with reimbursement from the Federal Emergency Management Agency and the State of Florida.

Summary:

The First Amendment provides for an increase of $4,818,490.00 to the agreements for a revised not-to-exceed total contract value of $6,000,000.00 collectively among all vendors. Collective funding provides for disaster debris monitoring and management services with whichever firm is mobilized to manage the disaster debris monitoring at that time.

 

Background/Explanation:

The Public Works Department Debris Management Plan includes considerations for removing, processing, site management and disposing of the volumes and types of debris expected to be generated by a major disaster event, such as up to and including a Category 5 “wet” hurricane. The plan was developed to provide monitoring service of the disaster debris collection vendors, coupled with management of the process to include receipt of appropriate documentation delivered to County officials.

 

Fiscal Impact:

Original awarded not to exceed amount:                                           $1,181,510.00

First Amendment Increase:                                                                                     $4,818,490.00

Revised not to exceed total contract value:                      $6,000,000.00

 

Actual expenditure is contingent based upon services required during an emergency event.

Delegated Authority:

Authority for the County Administrator to approve this amendment is granted under Code Section 2-181.
