Recommended Action

Approve the award of bid to David Nelson Construction Co. (Nelson) for construction of the Americans with Disabilities Act (ADA) ramp for the Wall Springs Park Observation Tower.

Bid no. 156-0480-CP(DF); PID No. 000336D; in the amount of $1,215,213.00 on the basis of being the lowest responsive, responsible bid meeting specifications.  All work is expected to be completed within two hundred ten (210) consecutive calendar days.  Chairman to sign and Clerk of Court to attest.

Summary:

This project will construct a new adjoining three (3) story timber ADA ramp to provide access to the Wall Springs Park observation tower.  The tower was reconstructed in 2015 after the original was destroyed by arson.  Construction of an ADA ramp to the tower is a requirement of the County Building Department and insurance carrier, who has provided settlement funds to construct the ramp.

 

Background Information:

The Wall Springs Park observation tower was destroyed by arson on September 11, 2013 and reconstructed in 2015 using insurance claim funds, with the exception of a $100,000 deductible paid by the County.  New building codes require that public structures be ADA-accessible to all floor levels of the tower.  The new ramp will provide ADA accessibility to the upper two (2) levels of the Wall Springs Park Observation Tower, currently only accessible by stairs. 

The one (1) bid received in response to this competitive bid process is from Nelson, the contractor who constructed the original tower and its replacement.  Significant effort was made in an attempt to interest other qualified contractors to submit a bid for this project.  Contractor concerns included not wanting to subcontract for necessary piling work and being too busy to consider this project.  As only one bid was received, Nelson was asked to consider reducing their price on several pay items that were over the engineering estimate.  Nelson did not agree to reduce costs and cited the need for separate mobilization, management, supervision, and restoration costs.

The consultant engineer of record, HDR, Inc., has reviewed the unit pricing and concurs with the recommendation of award to Nelson.  Their analysis concluded that restrictive field conditions associated with this project were challenging to estimate and have had an impact to the cost of accessing the site.  Construction is anticipated to begin in February 2017 and will be completed in September 2017.

 

Fiscal Impact:

Expenditure not to exceed:  $1,215,213.00

Engineering design cost:  $156,000.00

Construction and design cost:  $1,371,213.00

Insurance settlement offer:  $903,054.76

Amount not provided by insurance claim:  $468,158.24

 

Funding will be derived from the Insurance Settlement and the Infrastructure Sales Tax (Penny for Pinellas):  Parks and Conservation Resources, Countywide Boardwalks, Towers and Docks program allocation.
