Recommended Action

Approval by the County Administrator of Modification No. 1 to the Grant Agreement with the United States Environmental Protection Agency (EPA) for Air Pollution Control Section 105 Program Support.

                     This action approves an increase in federal funds of $165,620.00 to the air pollution control program.

                     EPA agrees to cost-share 20.40% of all approved budget period costs incurred, up to and not exceeding total federal funding of $240,620.00.

                     Recipient's signature is not required on this Modification.

Summary:

This action approves an increase of $165,620.00 from the existing $75,000 of Fiscal Year (FY) 20 federal funds in support of continued funding of the existing County program to protect air quality. The EPA agrees to cost-share 20.40% of all approved budget period costs incurred, up to and not exceeding total federal funding of $240,620.00.  EPA’s Air Pollution Control Section 105 Grant program provides funding to assist in planning, developing, establishing, improving and maintaining adequate programs for prevention and control of air pollution.

 

Background/Explanation:


The County’s air program is recognized by the EPA, State of Florida, and Department of Environmental Protection as an approved local air pollution control program eligible to receive federal grant funding from the EPA.  The County has the authority, through prior agreements, to protect air quality through the implementation of federal and state air pollution rules and regulations.

 

Fiscal Impact:

This award provides additional federal funding in the amount of $165,620.00 for FY20. The EPA agrees to cost share up to and not exceeding the total federal funding amount of $240,620.00 in FY20.  An additional $250,000.00 in federal funding is anticipated for FY21. A match is required and is estimated at $1,951,370.00 over the two-year project period ($965,570.00 for FY20 and $985,800.00 for FY21).

 

The source of the estimated project match is the Public Works Department, Division of Environmental Management’s Air Quality operating budgets for FY 2020. The match is comprised of approximately 28.5% General Fund and 71.5% Tag Fee Fund dollars from Public Works Environmental Management Division FY20 Adopted Budget. The General Fund contribution is fully reimbursed through program income and federal funding.

 

This agreement is consistent with the FY20 Adopted Budget.

 

Delegated Authority:

Authority for the County Administrator to approve this modification is granted under Code Section 2-62 (a)(1).
