Approval of the agreement with American Infrastructure Development, Inc. for Passenger Terminal Improvements - Owner’s Representative.

 

                     This contract is for owner’s representative services for the passenger terminal improvements project.

                     Seven firms were evaluated by written proposals, with the top two shortlisted firms presenting. The top ranked firm, American Infrastructure Development, Inc., is recommended for the award in the amount of $1,742,865.82 in accordance with the Consultants Competitive Negotiations Act (CCNA), per Florida Statute 287.055.

                     Two certified Small Business Enterprise sub-consultants were included in the award to AID; Advanced Systems Engineering, Inc. in the amount of $163,506.92 and Master Consulting Engineers, Inc. in the amount of $121,849.00 or approximately 17% of the total award amount.

                     This agreement is effective for two thousand three hundred twenty days after the issuance of a Notice to Proceed by the County.

                     This agreement is budgeted for in the Fiscal Year 2026 Capital Improvement Plan Budget and six-year CIP at the St. Pete-Clearwater International Airport in the Airport Revenue and Operating Fund for the TIP (003343A). In the event that future fiscal year funding is not available, the County maintains the authority to terminate this agreement.

 

Contract 24-1088-RFP-CCNA; in the total not to exceed amount of $1,742,865.82, effective for two thousand three hundred twenty days from the date of the Notice to Proceed; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary:

Summary

With the complex scope and size of the program, airport staff will need the services of an Owner’s Representative to oversee the management of the program from design through construction.

The services to be provided will be design review and oversight; assist the Construction Manager at Risk (CMAR) in the bidding process; construction coordination between the Owner, FAA, TSA, Stakeholders, and the CMAR; provide full-time inspection and Quality Assurance testing; management of Requests for Information, Architectural/Engineering Supplemental Instructions, processing of pay requests and change orders.

Background Information:

A Request for Qualifications to comply with the CCNA per Florida Statute 287.055, was released on October 4, 2024, with the negotiation, scoping, and vendor acceptance of the final agreement concluding on September 23, 2025.

The contract includes fully burdened hourly rates that include all labor, direct/indirect overhead margins/profits, and travel within the Tampa Bay Metropolitan Statistical Area (TBMSA).  Travel outside of the TBMSA will be reimbursed in accordance with Florida Statutes.

 

Fiscal Impact:

Total not-to-exceed amount of $1,742,865.82.

 

This agreement is budgeted for in the FY26 CIP Budget and six-year CIP of PIE in the Airport Revenue and Operating Fund for the TIP (003343A).  In the event that future fiscal year funding is not available, the County maintains the authority to terminate this agreement.
