Approval of the ranking of firms and agreement with Hellmuth, Obata & Kassabaum, Inc. (HOK) for professional design services for the new government campus.

 

                     This contract is for the professional design services for the new government campus.

                     Seven firms written proposals were evaluated, with the top four shortlisted firms presenting. Staff recommends award to HOK in the amount of $21,570,203.00 in accordance with the Consultants Competitive Negotiations Act, per Florida Statute 287.055.

                     Staff terminated negotiations with the original number one ranked firm Skidmore, Ownings and Merrill due to an inability to reach the budgetary goal price and required scope delivery.  

                     Two certified Small Business Enterprise (SBE) sub-consultants were included in the award to HOK: WDA, and Voltair, for total SBE commitment in the amount of $2,254,482.00 or approximately 10.0% of the total award amount.

                     This agreement is effective for fourteen hundred sixty days upon issuance of a Notice to Proceed by the County.

                     Funding is budgeted under the Pinellas County Centralized Campus Project 004176A included in the Capital Improvement Plan, funded by the General Fund at $29,195,710.00.

Summary

The County requires turnkey professional architectural services, along with all required engineering services necessary to provide full design of the New Government Campus as described herein. The awarded Consultant is responsible for all disciplines of required professional services needed to develop full construction design documents for all aspects of the facility as provided herein.  Professional services include Construction and Post-Construction Administration.

Background Information:

A Request for Qualifications (RFQ) to comply with the Consultants Competitive Negotiation Act (CCNA), per Florida Statute 287.055, was released January 8, 2025, with submittals due February 3, 2025, and presentations held on February 28, 2025.

On May 14, 2025, the Purchasing Director formally terminated negotiations with the top ranked firm, Skidmore, Owings & Merrill LLP due to inability to meet the project budget and required scope delivery.  Negotiations with the second ranked firm, HOK commenced on May 15, 2025. The negotiation and scoping process with HOK concluded June 26, 2025.

The contract includes fully burdened hourly rates that include all labor, direct/indirect overhead margins/profits, and travel within the Tampa Bay Metropolitan Statistical Area (TBMSA). Travel outside of the TBMCSA will be reimbursed in accordance with Florida Statutes.

Pinellas County identified the need to consolidate and relocate government headquarter functions from their current location in downtown Clearwater to a centralized location in the county, in part to improve access to citizen services. The County has completed programming for the development of the New Government Campus that will include facilities for civil and family Courts, administrative services, development, and citizen services. The County’s programming and development goals are focused on long term function, efficiency and fiduciary responsibility with an emphasis on providing best in class citizen services, enhancing employee recruitment and retention, rightsizing and modernizing office space, providing a secure and safe campus for citizens and staff, centralization within the weighted population of Pinellas County, and promoting the use of public and alternate transportation options. 

 

Fiscal Impact:

Funding is budgeted under the Pinellas County Centralized Campus Project 004176A included in the Capital Improvement Plan, funded by the General Fund at $29,195,710.00. Available funding in excess of the recommended not-to-exceed amount is available for other project costs. In the event that future fiscal year funding is not available for this project, the County maintains the authority to terminate this agreement.
