Approval of the Third Amendment to Contract No. 156-0364-B with Coastal Waste & Recycling of Central Florida, LLC for Lealman community residential solid waste collection and disposal services.

 

                     This contract provides residential solid waste, recyclables, yard, and bulky waste collection and disposal services.

                     The Third Amendment increases the contract by $670,000.00 for a total not to exceed expenditure of $15,170,000.00 through the contract term ending on December 31, 2026.

                     Additional funding is required to support the inclusion of new residences added over the period of the contract.  In 2021, the contract supported 7,200 customers.  Currently, the contract supports 7,915 customers.

                     A new contract has been competitively solicited and awarded to Waste Management with commencement on January 1, 2027.

                     Funding for this amendment is included in the Fiscal Year 2026 budget of Lealman Solid Waste in the Lealman Solid Waste Collection and Disposal Fund.

 

Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

The Third Amendment increases the contract by $670,000.00 for a revised contract not to exceed $15,170,000.00 for Lealman residential waste, recyclables, yard and bulky waste collection and disposal services, through the duration of the contract expiring on December 31, 2026.  A new contract with Waste Management has been awarded and will commence on January 1, 2027.

Background Information:

This contract was originally approved by the Board of County Commissioners on July 19, 2016, in the amount of $6,500,000.00 for sixty (60) months.

The first amendment to exercise the term extension was approved on December 30, 2021, extending the contract term 5-years through December 31, 2026, and increasing the contract by $8,000,000.00 for a contract total of $14,500,000.00.  The amendment to exercise the term extension per the original contract was necessary to support increases directly attributed to CPI, fuel and solid waste disposal cost increases, and for inclusion of 600 additional customers.

The Second Amendment approved on April 25, 2023, memorialized a company acquisition.

This third amendment provides funds to support the inclusion of 415 additional customers since 2021 ($378,240.00), and to reconcile the first three months of the original contract (2016) which was started earlier for trash bin disbursement and transition ($283.690.00).  The actual total amount to be reconciled is $660,920.00.  This amendment request is for $670,000.00 bringing the not to exceed contract to $15,170,000.00.
