Based upon the evidence and findings contained in the staff report and attachments, Case No. ZON-24-06 is recommended for approval.
A resolution approving the application of D&D Strategic Holdings, LLC for a zoning change from General Office to General Commercial and Services.
• The applicant is seeking a zoning change on a 0.25-acre portion of a 1.55-acre site, and the proposed use is an accessory warehouse building for the existing retail business located on site.
• The remaining 1.3-acres of the site is zoned C-2.
• The entire 1.55-acre site has the Commercial General Future Land Use classification.
• The subject property is located along an established commercial corridor.
• The Local Planning Agency recommended approval of the request (vote 7-0). No one appeared in opposition, and no correspondence has been received.

The amendment area consists of a 0.25-acre portion of a 1.55-acre property, located at 2300 SR 580 in unincorporated Dunedin. This 0.25-acre portion is vacant, and the remainder of the property is developed with a retail store specializing in fishing and outdoor recreation supplies. The owner wishes to develop this portion of the property with an accessory warehouse, which requires a zoning change to C-2, General Commercial and Services.
The current zoning designation, GO, does not allow for warehouse uses. The Future Land Use designation on the property is Commercial General (CG), which allows for warehouse uses. The proposed zoning amendment to C-2 would allow for the proposed development as well as consolidate the entire parcel under a single zoning district.
The subject property is located along a major commercial corridor. Adjacent to the east of the subject site is an office building, to the north of the subject site is a triplex, and immediately to the west is a triplex. To the south, across SR 580, is an apartment complex. The subject property is not within the Coastal Storm Area and has a low flood risk.
Staff is of the opinion that the proposed Zoning Atlas amendment to C-2 is appropriate for the subject property and is compatible with the surrounding development pattern and the Commercial General FLUM category. In general, the proposal is consistent with the Pinellas County Comprehensive Plan and is appropriate for this location.

The LPA unanimously recommended approval of the request during its December 11, 2024, public hearing (Vote 7-0).
Surrounding property owners within 250 feet of the subject property were notified by mail. A sign advertising the public hearings was posted on the subject property.
