Approval of the award of bid to Keystone Excavators, Inc. for construction of the combined projects:
• Pass-A-Grille Way and Gulf Way, from 9th Avenue to 22nd Avenue, water system improvements.
o This project consists of replacing water mains that are past useful life.
o The project will replace water mains that are past useful life and include relocation and replacement of cast iron and galvanized pipes, installation of new service lines, meter boxes and additional fire hydrants.
• North 62nd Street sanitary sewer system improvements.
o This project will construct a parallel gravity sewer system to alleviate capacity limitations and aid in reducing sanitary sewer overflows in Kenneth City.
• All work is to be completed within 365 consecutive calendar days.
• One bid was received with award recommendation to Keystone Excavators, Inc. as the sole responsive responsible bidder in the amount of $3,590,105.00.
• The Small Business Enterprise commitment is ten percent for this contract.
• Water Renewal and Replacement Funding is available in the Capital Improvement Plan (CIP) for Pass-a-Grille Way and Gulf Way from 9th Water Main Improvements. Sewer Renewal and Replacement Funding is available in the CIP for 62nd Street North Force Main Extension and Gravity Main Capacity Improvement.
Contract No. 23-0953-ITB-C, in the amount of $3,590,105.00, with all work completed within 365 consecutive calendar days; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

This contract is for necessary construction improvements at Pass-A-Grille Way and Gulf Way from 9th Ave to 22nd Ave to our aging watermain infrastructure, improve the water quality circulation and provide additional public safety. The 62nd Street N Sanitary Sewer system improvements and extension will increase the capacity to the County’s sanitary sewer system and minimize potential sanitary sewer overflows (SSOs) in the area.

Background Information:
On July 26, 2023, the Purchasing and Risk Division released an invitation to bid on behalf of Public Works for improvements at Pass-A-Grille Way and Gulf Way from 9th Avenue to 22nd Avenue water main improvements and 62nd Street North sewer improvements. One bid was received with award recommendation to Keystone Excavators, Inc. as the sole responsive responsible bidder in the amount of $3,590,105.00. Other contractors were solicited, but stated they were too busy with existing projects.
Background Information for Pass-A-Grille Way and Gulf Way; 9th Ave to 22nd Ave Water Improvement Project:
The City of St. Peach Beach is at one of the dead-end networks in Pinellas County's water supply system. There were numerous dead end distribution lines located in the side street alleyways. Several pipes are made of old and deteriorated cast iron and galvanized pipe that has passed its useful life. The objective of this project is to replace the majority of the aging distribution system pipe in the Pass-A-Grille Way and Gulf Way from 9th Avenue to 22nd Avenue to improve the water circulation, water quality and public safety. The project will include relocating the pipe to the main streets, replace the cast iron pipe, galvanized pipes, substandard pipes, install new service lines, new meter boxes, install additional fire hydrants for public safety and install a new stub out line for beach showers along Gulf Way.
Background Information for 62nd Street N Sanitary Sewer system improvements:
The 62nd Street project is located within Kenneth City. The County has had multiple sanitary sewer overflows (SSOs) in this area and has been experiencing inflow and infiltration (I&I) throughout the sewer network. Another problem is that the sewer pipes are mildly sloped. To address the capacity limitations the existing force main from Pump Station 114 will be extended approximately 600 linear feet and reconnect to a receiving manhole downstream. In addition to the force main extension, the project will install a parallel gravity sewer system constructed along eastern side of 44th Ave up to the intersection of 44th Ave and 62nd St N. These improvements to alleviate the SSOs and eliminate the capacity limitations present in this portion of the County’s sanitary sewer system in Kenneth City.
Fiscal Impact:
Estimated total contract not to exceed: $3,590,105.00
Funding is available in the amount of $3,653,000.00 under Project 004573A Pass-a-Grille Way and Gulf Way from 9th Ave. to 22nd Ave. Water Main Improvements, funded by the Water Renewal and Replacement Fund, and Project 004909A 62nd Street North Force Main Extension and Gravity Main Capacity Improvement, funded by the Sewer Renewal and Replacement Fund, included in the Capital Improvement Plan.
