Approval of the ranking of firms and agreement with StreetScan, Inc. (StreetScan) for sidewalk network assessment and inspection services.
• This contract provides for sidewalk network assessment and inspection services and the development of a county-wide numerical Sidewalk Condition Index to make informed decisions regarding areas of highest priorities for pedestrian infrastructure.
• The agreement has a term of six months with total expenditures not to exceed $438,000.00.
• Four firms submitted proposals; following written evaluation StreetScan was selected as the highest ranked firm and is recommended for award.
• This solicitation is funded with $400,000.00 of federal funds from the Coronavirus Local Fiscal Recovery Funds, made available under the American Rescue Plan Act, supplemented by $38,000.00 of operating funds.
Contract No. 22-0271-P(JJ) for a total amount of $438,000.00 with a six-month contract term; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary:
Summary
This contract provides for sidewalk network assessment and inspection services and the development of a county-wide numerical Sidewalk Condition Index (SCI) in order to address the highest priority areas in terms of pedestrian infrastructure. This includes, but is not limited to, collecting width, sidewalk condition index, material, American with Disabilities Act (ADA) compliance, and slope.

Background Information:
There are approximately 1,077 miles of publicly maintained sidewalk in the County managed by Public Works. Public Works maintains separate Sidewalk and Curb Ramp Spatial Database Engine (SDE) feature classes through a ESRI ArcGIS Server Enterprise Geodatabase. The Sidewalk feature class currently has 11,773 sidewalk line segments that are in service and maintained by Public Works. The Curb Ramp feature class currently has 11,225 curb ramp points that are in service and maintained by Public Works.
On February 18, 2022, the Purchasing Division released a request for proposal for the above referenced services, resulting in four (4) responsive proposal submittals. StreetScan was selected as the highest ranked firm. On June 24, 2022, negotiations were completed with StreetScan.

Fiscal Impact:
This contract for $438,000.00 carries a term of six months with StreetScan, which will provide sidewalk network assessment and inspection services. StreetScan will also develop a countywide numerical Sidewalk Condition Index (SCI) that will help the County make informed decisions regarding pedestrian infrastructure.
Funding in the amount of $400,000.00 is budgeted in the Public Works FY22 American Rescue Plan Act (ARPA) appropriation. As well, $38,000.00 of FY22 operating funds have been identified to supplement this contract. The ARPA appropriation will likely be amended in the future for this amount.
