Summary:
The purpose of the Third Amendment is to incorporate State and Federal funding revisions and administrative changes requested by the State of Florida. These administrative changes do not incur any additional costs to the County.
Changes are described in detail in the attached correspondence from DOH and include the following:
1. Attachment II, Part I, Page 1 of 1 is hereby amended by replacing the existing provisions with the attached amended Attachment II, Part I, Page 1 of 1;
2. Attachment II, Part III, Pages 1 and 2 are hereby amended by replacing the existing provisions with the attached revised Attachment II, Part III, Page 1 and 2;
3. Attachment IV, Pages 1 and 2 are hereby amended by replacing the existing provisions with the attached revised Attachment IV, Pages 1 and 2;
6. Attachment V, Page 1 of 1 are hereby amended by replacing the existing provisions with the attached revised Attachment V, Page 1 and adding 2 additional pages, Pages 1 through 3;
Background/Explanation:
The agreement with DOH for operation of the Pinellas County Health Department outlines the required coordination between the County and DOH for public health services pursuant to Chapter 154, Florida statute. The Board of County Commissioners (Board) approved the fiscal year 2018 (FY18) DOH Operations contract in the amount of $4,170,820.00 on September 26, 2018. On February 6, 2018, the Board approved Amendment 1 in the amount of $1,487,850.00 for school nurses. Because the State of Florida periodically makes funding adjustments reflecting changes in State or Federal support, as well as other administrative changes to the contract the Board delegated the authority to execute administrative amendments to the County Administrator.
During the first three quarters of FY18 (Oct.-Jun.), DOH Pinellas provided services to 88,113 clients. Communicable disease services were provided to 44,267 clients; environmental health and primary care services, including disease prevention, tobacco intervention, Healthy Start, School Health and other programs, were provided to 43,846 clients. This does not include Pinellas County Health Program clients.
Fiscal Impact:
This Amendment provides no additional fiscal impact. The Original Agreement amount of $4,170,820.00 and the increased amount of $1,487,850.00 from Amendment 1 combine for a total funding amount of $5,658,670.00. These funds are generated by a dedicated millage rate of 0.0835 mills levied countywide.

Authority for the County Administrator to sign this Third Amendment is granted under Code Section 2-62 (a)(1) and by Board approval in Legistar Item 17-1462A.
