Recommended Action:

Approval and execution by the County Administrator of the First Amendment to the Specific Performance Agreement (Agreement) with Pinellas County Sheriff’s Police Athletic League, Inc. (PAL) for facility improvements.

 

                     This amendment provides an additional $4,968.18, for a total Community Development Block Grant (CDBG) investment of $52,584.18, for facility and lighting improvements. PAL provides services to school age youth through various programs within the Central and East Lealman Target Areas.

                     The lighting portion of the project was redesigned to provide adequate lighting coverage to the facilities sports field.

                     This Amendment extends the term of the Agreement to March 31, 2020, providing additional time for completion of renovations and improvements at the PAL facility.

Summary:

The First Amendment to SPA CD18PAL will provide an additional $4,968.18 in CDBG funding, increasing the total CDBG investment to $52,584.18, and will provide additional time for completion of the project by extending the term six (6) months from September 30, 2019 to March 31, 2020.

The original project design did not provide adequate lighting coverage needed for the sports field. PAL had to pursue a solution for additional outdoor lighting which resulted in the project being redesigned.

The original Agreement requires that performance under the Agreement be completed by September 30, 2019. Due to the project redesign, weather conditions and insurance and permitting delays, PAL is unable to complete the project on or before the expiration date.  It is necessary to extend the term of the Agreement six (6) months, to March 31, 2020.

 

The total CDBG investment of $52,584.18 does not require a land use restriction be placed on the property, as the property is owned by Pinellas County.

 

Background/Explanation:

On June 19, 2018, the Board executed Resolution 18-35, which approved the 2018-2019 Action Plan. One of the projects to be carried out under the County’s 2018-2019 Action Plan is the Police Athletic League Facility Rehabilitation Project, benefitting school age youths through various programs within the Central and East Lealman Target Areas.

 

On September 5, 2018, the County Administrator executed SPA CD18PAL, effective October 1, 2018 through September 30, 2019.

 

Fiscal Impact:

The total amount of funding for this project is not to exceed $52,584.18 during the term of the Agreement. Funding for this Agreement is included in the County’s FY19 Adopted Budget for CDBG funds.
