Recommended Action

Approval of the grant agreement with the United States Environmental Protection Agency (USEPA) for Air Pollution Control Program support.

 

                     USEPA agrees to cost-share thirty percent (30%) of all approved budget period costs incurred, not to exceed total federal grant funding of $225,000.00.

                     Estimated required County match is $829,290.00 for first project year if full federal funding requested is received and expended.

                     Signature not required on agreement.

                     The revenue and associated expenditures are included in the Public Works Environmental Management Division’s General Fund operating budget in the Fiscal Year 2025 Approved Budget. The general fund contribution is fully reimbursed through federal funding and local air program revenue funds.

Agreement provides federal grant funding in the incremental amount of $225,000.00 with a required County match of $829,290.00 for a total project amount $1,054,290,00.00. The funding will assist in planning, developing, establishing, improving, and maintaining adequate programs for prevention and control of air pollution.

Background Information:

The County’s Air Program is recognized by the USEPA and the Florida Department of Environmental Protection (FDEP) as an approved local air pollution control program eligible to receive federal grant funding from the USEPA.  The County has the authority, through prior agreements, to protect air quality through the implementation of federal and state air pollution rules and regulations.

 

Fiscal Impact:

Grant incremental funding for the first project year is in the amount of $225,000.00 for the project period October 1, 2024, to September 30, 2026. The USEPA agrees to reimburse the County up to 30% of all approved costs incurred for this Budget Period, up to and not exceeding the total federal funding amount of $225,000.00. An estimated required County match of $829,290.00 for the first project year is anticipated if the full federal funds requested are received. County funding for project included and consistent with Public Works Environmental Management Division Fiscal Year (FY) 2025 Adopted Budget for a total project amount of $1,054,290.00.
