Recommended Action

Approval and execution by the County Administrator of the Funding Agreements with Center for Rational Living and Dr. Kathleen A. Moore for the Aurora Project Grant.

 

                     The “Aurora Project” will provide treatment and therapy services for non-violent offenders with histories of sexual abuse and/or victims of human trafficking in the Sixth Judicial Circuit Adult Drug Court Program.

                     Center for Rational Living will provide one (1.0) .15 FTE as Director oversight, one (1) full-time and one (1) part time clinician to deliver assessments and therapy in a client centered program for 110 participants.

                     Dr. Kathleen A. Moore will serve as the Principal Investigator and oversee evaluation activities.

                     The Center for Rational Living agreement is in the amount of $437,649.04 over three years and Dr. Moore’s is $44,805.60 over three years; funding is provided through a grant from the U.S. Department of Justice (DOJ).

                     An in-kind and cash match amount of $165,800.68 will be provided by the Sixth Judicial Circuit and Center for Rational Living.

Summary:

This Agreement provides funding for expansion and enhancement of the current Sixth Judicial Circuit Adult Drug Court program through the “Aurora Project.” Center for Rational Living will serve as the treatment provider addressing gaps in services for nonviolent offenders with histories of sexual abuse and/or who have been victims of human trafficking. Dr. Kathleen A. Moore will be the Principal Investigator overseeing the evaluation activities and will organize, track and enter incoming data for grant performance measures.  The Sixth Judicial Circuit’s Adult Drug Court of Pinellas County Court anticipates serving 110 offenders under the grant.

 

Background/Explanation:

Established in 2001, the Sixth Judicial Circuit’s Adult Drug Court of Pinellas County assists nonviolent offenders to achieve successful rehabilitation from the use of drugs and/or alcohol. By improving services provided to the target population, the Sixth Judicial Circuit will continue to build on reducing crime and substance abuse among high-risk/high-need, nonviolent offenders who are diagnosed with substance abuse disorders.

 

For Fiscal Year 2019, Drug Court treated approximately 1,155 participants with 466 new admissions during the year. In 2019 Drug Court graduated 290 (58.59 percent of all exits) and graduates spent an average of 564 days enrolled in Drug Court.

 

Fiscal Impact:

The DOJ grant 2020-DC-BX-0152 is in the amount of $495,955.00 over three (3) years. Center for Rational Living’s agreement is in the amount of $437,649.04 and Dr. Moore’s is $44,805.60. An in-kind and cash match of $165,800.68 will be provided by the Sixth Judicial Circuit and the Center for Rational Living. Appropriation to support related grant activities is not consistent with the development of the FY21 Adopted budget and may require a budget resolution.                     

 

Delegated Authority:

Authority for the County Administrator to sign this funding agreement is pursuant to Code Section 2-62(a)(1).
