Approval and execution by the County Administrator of the Community Development Block Grant (CDBG) Program Subaward Subrecipient Agreement (Agreement) with Young Men’s Christian Association of the Suncoast, Inc., d/b/a YMCA of the Suncoast, Inc. (YMCA), for operating expenses at the Greater Ridgecrest YMCA.
- This Agreement provides CDBG funding, not to exceed $235,000.00, for costs associated with providing recreational programming and youth development services at the Greater Ridgecrest YMCA, benefitting approximately 3,865 low- and moderate-income residents.
- CDBG funds will be used for operating expenses including utilities, program materials, janitorial supplies and services, aquatic chemicals, program delivery salaries and fringe benefits, and administrative costs.
- The Greater Ridgecrest YMCA is in the County-owned Omni Center, 1801 - 119th Street N, Largo, Florida 33778, and is located in a locally designated target area, a low- and moderate-income area.

Summary:
At the June 17, 2025, Board of County Commissioners (Board) meeting, the Board approved agenda item #6, (Granicus #25-0792A), Resolution No. 25-52, approving the FY26 Annual Action Plan. Included as an attachment in the approved Action Plan is the FY26 Funding Recommendations table, which identifies each specific project, subrecipient, and funding award amount.
One of the projects to be carried out under the County’s Annual Action Plan for FY26 is funding of the YMCA for operating expenses. This Agreement provides CDBG funding for costs associated with operating expenses including utilities, program materials, janitorial supplies and service, aquatic chemicals, program delivery salaries and fringe benefits, and administrative costs related to recreational programming and youth development services benefitting approximately 3,865 low- and moderate-income residents at the Greater Ridgecrest YMCA located in the County-owned Omni Center, 1801 - 119th Street N, Largo, Florida 33778.

Background/Explanation:
In accordance with the adopted Consolidated Plan and Annual Action Plan, it is necessary to enter into an Agreement with qualified agencies to allow for certain activities stated in the Annual Action Plan to be contractually delegated and specify the obligation of the agencies receiving funds in meeting Federal, State and County requirements.
The County received $2,339,516.00 in CDBG funding for FY26. Funding is to be used to improve neighborhoods, provide decent housing, and create new economic opportunities, with a special focus on serving low- and moderate-income persons.
The CDBG Notice of Funding Availability (NOFA) and application cycle was advertised in the Tampa Bay Times, La Gaceta and Tre Magazine, posted on the CD website, and emailed to nonprofit agencies and local municipalities.
The competitive application process began on January 13, 2025, with applications being due February 21, 2025. Applications were reviewed for funding eligibility and scored by CD Division staff. Funding recommendations are based on staff ranking of eligible activities and eligible expenses.
Fiscal Impact:
The total amount of funding for this agreement is not to exceed $235,000.00 during the term of the Agreement. Funding for this agreement is included in the FY26 Proposed Budget for the HCD in the CD Grant Fund.
