Approval of the resolution and purchase authorization with Granicus, Inc. (Granicus) for software, maintenance and support as requested by the Business Technology Services Department.

 

                     This contract provides a cost-effective way to consolidate and co-term all Granicus licenses avoiding more than $528,240 over five years in support of continued use of the Granicus suite (Legistar, GovQA, Address Verification, and Short-Term Rentals) to maintain efficient operations, accurate data, streamlined services, and strong compliance.

                     Pricing is per the Omnia Partners/Region 14 Education Service Center Contract No. 159768 with County terms; increases are capped at 3% year over year.

                     County resolution is required as Region 14 Education Service Center is a non-profit corporation, not a governmental entity whose cooperative purchasing procedures and resulting contracts are satisfactory and beneficial to the County and meet the expectations of existing competitive practices for the delivery of competitively and transparently procured solutions.

                     Funding is included in the FY26 Adopted budget and FY27 Budget request. Funding for future years is dependent on approval in the annual County Operating Budget.

 

Contract No. 26-0505-PB in the total not to exceed amount of $1,974,666.98 through December 31, 2030; Authorize the Chaiman to sign and the Clerk of the Circuit Court to attest.

Summary

This contract provides a cost-effective mechanism for purchasing currently procured software licenses directly from Granicus at a cost reduction through the Omnia Partners Cooperative. All software will be co-termed to expire concurrently. Licenses include Legistar, GovQA, Address Verification and Short-Term Rentals. These licenses are utilized by multiple departments throughout the County.

Background Information:

Through this contract, licenses include Legistar: Enhances legislative workflow efficiency by streamlining agenda management, public records access, and decision making processes; GovQA: Improves operational productivity by automating public records request handling and ensuring timely, transparent responses; Address Verification: Increases service accuracy and reduces errors by validating and standardizing address information across departments; Short Term Rentals: Strengthens compliance and community safety by centralizing registration, monitoring, and enforcement of short term rental activities.  These licenses are now available to purchase directly from Granicus using Omnia Partners Contract No. 159768, at a substantial savings.

 

Fiscal Impact:

Five (5) year total not to exceed:                                          $1,974,666.98

 

Funding for this agreement is derived from the BTS application services operating budget and is within the BTS FY26 adopted budget, and BTS FY27 Budget Request.
