Approval and execution by the County Administrator of Change Order No.1 (final) to the agreement with Insituform Technologies, LLC for the sanitary sewer interceptor rehabilitation in three locations: Bee Pond Road, Hamlin Boulevard, and 46th Avenue North.
• This project is for sanitary sewer interceptor rehabilitation in three locations: Bee Pond Road, Hamlin Boulevard, and 46th Avenue North. This project will extend the useful life of approximately 7,500 linear feet of sanitary sewer gravity mains and 60 manholes.
• This contract was approved by the Board of County Commissioners on May 11, 2022, to Insituform Technologies, LLC in the not to exceed amount of $1,253,773.40.
• This change order no. 1 (final) decreases the contract in the amount of ($313,972.12) for a final contract amount of $939,801.28. The project was substantially complete on July 13, 2023, and obtained final completion on May 7, 2024. Liquidated damages do not apply, as the County received substantial and beneficial use on July 13, 2023.
• Funding for this contract is budgeted in the Sanitary Sewer Interceptor Pipe Rehabilitation Hamlin Blvd and 46th Ave Project (002747J) and the Sanitary Sewer Interceptor Pipe Rehabilitation Bee Pond Road Project (002747F), included in the Capital Improvement Plan, funded by the Sewer Renewal and Replacement Fund.

Summary:
The project was substantially completed on July 13, 2023, and obtained final completion on May 7, 2024. Liquidated damages do not apply, as the County received substantial and beneficial use on July 13, 2023. Representatives of the Public Works Construction Management Division conducted final inspections of the project for all work performed under the contract. All work has been completed in accordance with the construction contract documents. The time between substantial and final completion accounts for the duration of the contractor to submit their final video package and for the County to complete the review of the contractor's final video package submittal, punch list items, project acceptance, final project deliverables, final quantity of materials audit, resolution of claims and disputes, and receipt of final invoice.
Final quantities have been tabulated resulting in a net decrease of ($313,972.12). This is the difference between estimated and final quantities and balance of unspecified work not used.
Background/Explanation:
This contract was approved by the Board of County Commissioners on May 11, 2022, to Insituform Technologies, LLC in the not to exceed amount of $1,253,773.40.
This project is to clean, video inspect, and install Cured-In-Place Pipe (CIPP) lining in existing large diameter (12” - 24”) gravity sewer mains in the areas of Bee Pond Road, Hamlin Boulevard, and 46th Avenue N. In addition, the project will rehabilitate existing manholes within the project areas. The rehabilitation process will include the installation of bypass-pumping systems, cleaning out existing sediment/debris, and the installation of large diameter CIPP liners.

The total expenditure paid to Inliner Solutions, LLC. is equal to the final agreement amount.
