Approval of the Sixth Amendment with ImageTrend, LLC for Safety and Emergency Services Fire/Emergency Medical Services (EMS) Records Management System.
• The agreement provides for the implementation and maintenance of Fire/EMS records management software, an integrated Health Information Hub with all hospitals for patient care reports, outcome data, and share registries for trauma alert, sudden cardiac arrest, and stroke alert patients, to enhance safety and emergency services throughout the County.
• The sixth amendment is for an increase in the amount of $1,630,526.03, through the contract end date of November 14, 2027.
• Funding is derived from the EMS Fund and PRIME and is included in applicable budgets.
• Funding is included in the Fiscal Year (FY) 2026 Adopted Budget and FY27 Request. Funding for future years is dependent on approval in the annual County Operating Budget.

Background Information:
Contract originally awarded by the Board of County Commissioners on November 15, 2022, in the amount of $3,136,952.56 for a three-year term. The First Amendment was approved by the Purchasing Director on March 30, 2023, for corrective purposes only, no fiscal impact. The Second Amendment was approved by the County Administrator on December 18, 2023, for an increase of $41,400.00. The Third Amendment de-scoped services, removing recurring fees in years two and three for a total reduction of $19,768.00. The Fourth Amendment was approved by the Purchasing Director on December 15, 2025, for time-only extension through November 14, 2027. The Fifth Amendment memorialized a corporate name change from ImageTrend, Inc to ImageTrend, LLC with no fiscal impact.

Current approved contract expenditure: $3,158,584.56
Sixth Amendment increase: $1,630,526.03
Revised estimated expenditure not-to-exceed: $4,789,110.59
Funding is derived from the Emergency Medical Services Fund and is included in the proposed FY27 budget. The PRIME budget also includes funding to reimburse SES for the Records/Patient Care Report portion.
