Approval by the County Administrator of Change Order No. 2 to the contract with FPG Florida LLC d/b/a ALife Tribute Funeral Care (FPG) for burial and cremation services.

 

                     This contract provides for disposition of unclaimed bodies as required of the County by Florida Statute Chapter 406 and indigent burial for families at or below 150% of the Federal Poverty Level.

                     The initial contract was approved for a sixty-month period running from January 1, 2017 through December 31, 2021 with a five-year budget amount of $2,250,000.00.  This is the same expenditure level budgeted and set for the previous contract term.

                     Final procured services for the new agreement increased the per case cost for cremation services and increased several fees relating to removal and storage. Due to the higher costs per service, the five-year projected expenditures will exceed the original contract estimate necessitating an increase to the overall contract amount for completion of the agreement term.

                     This change order amends the 5-year contract total in the amount of $225,000.00, raising the overall contract amount to $2,475,000.00 to provide for increased expenditures over the contract term. 

                     Human Services’ budget is set annually accounting for year-to-year fluctuations in service levels which sometimes can exceed the annual average expenditure set for to this contract.  This action has no impact on Human Services’ FY21 Budget appropriation.

                     The Board awarded this contract on October 11, 2016 for 60 months beginning on January 1, 2017 through December 31, 2021. On October 20, 2017, the County Administrator approved the acknowledgement of corporate acquisition for the original awarded vendor by FPG which agreed to continue contract services at the same pricing, terms and conditions.

                     A new competitive procurement is anticipated in 2021 for continuation of services as of January 2022.

 

Contract No. 156-0340-B(SCB) increase in the amount of $225,000.00; for a revised total contract value of $2,475,000.00; effective through December 31, 2021.

Summary:

This contract provides for the disposition of unclaimed bodies as required of the County by Florida Statute Chapter 406 and indigent burial for families at or below 150% of the Federal Poverty Level.  This action amends the 5-year contract total in the amount of $225,000.00, raising the overall contract amount to $2,475,000.00 to allow for the fluctuating year to year expenditures over the contract term. 

Human Services’ budget is set annually accounting for year-to-year fluctuations in service levels.  Human Services' FY21 budget is appropriated at $550,000.00 to allow for annual variation with current FY21 projections at $500,000.00.

 

Background/Explanation:

This contract was awarded by the Board October 11, 2016. On October 20, 2017, the County Administrator approved Change Order No 1 to the contract for the corporate acquisition of Premier Care of Florida Inc., d/b/a Alife Tribute Funeral Care (Premier Care) by FPG Florida, LLC, Orlando, FL (FPG) for burial and cremation services.

The current monthly expenditures are approximately $41,000.00 for and average of 78 cases per month with a 12-month projected amount of $492,000.00. 

A new competitive procurement is anticipated in early 2021 for continuation of the required services as of January 2022.

Funding is derived from the Human Services Department’s general operating budget. This action has no impact on the Human Service FY21 Budget appropriation.
