Approval of the Local Agency Emergency Repair Agreement (LAERA) and adoption of the Resolution with the Florida Department of Transportation (FDOT) for emergency repair of the Dunedin Causeway unpaved roadways surface and walkways due to Hurricane Helene.
• LAERA for emergency repair services associated with Causeway Boulevard and City of Dunedin, Dunedin Causeway Beach main bridge and tide relief bridge.
• $58,767.00 will be reimbursed with no match required by the County.
• Bridge repair work is complete.
• FDOT will reimburse County with amount refunded to the General Fund.
• Funding for this project is available via the General Fund Reserve - in particular project 90018C1 for Hurricane Helene related road and bridge repairs.
• This repair has been completed and will be reimbursed at a 100% federal cost share with no County match required.
FDOT Financial Project ID 456525-1-G8-01 and 2HL-15-020; County to be reimbursed by FDOT in the amount $58,767.00; Agreement term expires September 30, 2025; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary:
Summary
The LAERA and Resolution provide the mechanism for the County to complete FDOT’s reconstruction within the City of Dunedin (City) and for FDOT to reimburse the County. Work associated with the LAERA included construction and construction engineering inspection services of the Dunedin Causeway, located at the nearest intersection of Causeway Boulevard and Gary Circle within the City. Bridge repair work has been completed.
FDOT agrees to participate in the emergency repair cost up to the maximum amount of $58,767.00. FDOT will reimburse the County for allowable costs incurred as described in Exhibit “A”, Detailed Damage Inspection Report(s), and as set forth in Exhibit “B”, Schedule of Financial Assistance,
The County’s costs and expenses were incurred as a direct result of Hurricane Helen. The scope of work and services authorized by FHWA are further described in Exhibit "A", Detailed Damage Inspection Report(s) (“DDIR”), attached and incorporated into this Agreement.

Background Information:
The Federal Highway Administration (“FHWA”) established an Emergency Relief Program codified as 23 USC §125. FHWA, as a result of Executive Order(s) 24-208, dated September 26, 2024, for Emergency Event(s) Hurricane Helene authorized funding to be provided to FDOT for relief from the damage inflicted. Hurricane Helene caused such damage to the Dunedin Causeway unpaved roadway and walkways.
The County will be reimbursed from FDOT for expenses incurred during the Agreement time period that are directly related to the Project. As part of the Agreement, the County was also responsible for engineering construction activities including construction and construction engineering inspection services.
The south side of the Causeway was washed out and exposed rocks. This section had been closed and lost between six (6) and eight (8) feet of unpaved roadway surface. Two (2) boats hit the movable bridge and had to be cut and removed. The boats sank to the bottom and needed to be removed. The Fender system and bridge walkway were damaged. Both bridges experienced abutment erosion. Erosion also occurred along the north and south side of the Causeway.
The LAERA allows for emergency repairs to damages to the Dunedin Causeway due to Hurricane Helene. Repairs include the removal of two (2) derelict boats, repair to riprap and embankment, handrail, and bridge fender, replacement of cement barriers, and milling and resurfacing. Proposed repairs were not entirely located within the FDOT right of way, as portions of the Bridge abutments that require repairs are located within the City-owned beaches. Fender repairs will occur within St. Joseph Sound that is within the existing state lands.
Fiscal Impact:
FDOT agrees to participate in the emergency repair cost up to the maximum amount of $58,767.00. Funding for payment of the material costs is provided by the General Fund. The reimbursement will be refunded to the General Fund, Project 90018C1, Task 01.1. No County match was required for this Agreement.
