Contract No. 145-0282- CP(DF); PID No.000748A/1792, reducing the contract amount by ($826,930.84) for a revised total of $ 12,862,049.16.

Summary:

Change Order No. 1 (final) reduces the Board of County Commissioners (Board) approved expenditure by ($826,930.84) and accepts the contract as complete. The reduction in expenditure is due to the difference between estimated and final quantities, and balance of unspecified work not utilized. Substantial completion for this project was achieved on August 28, 2017; final completion was accepted on February 7, 2018. The protracted time between expected and actual final completion was due to wet weather conditions and the nature of work. During wet weather events, heavy equipment on the side slopes of the landfill and the terraces can create unsafe conditions as well as damage work already performed, requiring the area to be unnecessarily reworked. As part of this change order, the Agreement term is increased by two hundred twenty one (221) calendar days.

 

Background/Explanation:

The purpose of this project was to furnish and install the final cover system for those portions of the side slope closure at the Bridgeway Acres Landfill that have reached their final elevation and to improve slope stability. The closure process included but was not limited to grading, waste excavation, regrading and relocation, surveying and performing upgrades to the stormwater system, liner system, and final vegetative cover system.

Additionally, two (2) new access roads were constructed which include large culverts at the base of the slope and underneath water piping. The roads allow access to the top of the landfill for future disposal purposes. The Board awarded this project on November 10, 2015.

 

Fiscal Impact:

Original estimated expenditure not to exceed:                     $13,688,980.00

Decrease due to change order no. 1:                                          $    (826,930.84)

Revised estimated total expenditure:                                          $12,862,049.16

 

Funding for this project is derived from the Solid Waste Enterprise Fund.

 

Delegated Authority:

Authority for the County Administrator to approve and execute this change order is granted under Code Section 2-62 (a)(3).
