Approval and execution by the County Administrator of the Community Development Block Grant (CDBG) Program Subaward Specific Performance Agreement (Agreement) with Young Men’s Christian Association of the Suncoast, Inc. d/b/a YMCA of the Suncoast, Inc. (YMCA) for a CDBG funded facility rehabilitation.

 

                     This Agreement provides CDBG funding, not to exceed $54,967.00, for costs associated with facility improvements including installing a drop ceiling, air-conditioning ductwork, fire suppression system, new flooring, electrical and data conduit for computers, filling pit area with concrete, and painting facility space.

                     The YMCA’s Greater Ridgecrest Branch provides comprehensive recreational programming and youth development services at the County-owned Omni Center facility for residents of the Greater Ridgecrest Area.

                     The Greater Ridgecrest Branch YMCA, located at 1801 119th Street North, Largo, is in the locally designated Greater Ridgecrest Target Area, a low- and moderate-income area.

                     The Agreement is effective for one (1) year, from October 1, 2022, to September 30, 2023.

                     The County received $2,440,417.00 in CDBG funds to improve neighborhoods, provide decent housing, and create new economic opportunities, with a special focus on serving low- and moderate-income persons.

Summary:

One of the projects to be carried out under the County’s Annual Action Plan for Fiscal Year 2022/2023 (FY23) is the funding of the YMCA for facility improvements. This Agreement will provide funding for the renovation of currently unusable, unsafe space into meeting space or multi-purpose programming space at the Greater Ridgecrest Branch, located at 1801 119th Street North, Largo.

The Housing and Community Development Department will coordinate with the Department of Administrative Services, Facilities and Real Estate throughout the rehabilitation project on the County-owned building.

The Agreement is effective for one (1) year, from October 1, 2022, to September 30, 2023.

 

Background/Explanation:

In accordance with the adopted Consolidated Plan and Annual Action Plan, it is necessary to enter into an Agreement with qualified agencies to allow for certain activities stated in the Annual Action Plan to be contractually delegated and specify the obligation of the agencies receiving funds in meeting Federal, State and County requirements.

The County received $2,440,417.00 in CDBG funding for FY23. Funding is to be used to improve neighborhoods, provide decent housing, and create new economic opportunities, with a special focus on serving low- and moderate-income persons.

The CDBG Notice of Funding Availability (NOFA) and application cycle was advertised in the Tampa Bay Times, The Weekly Challenger, La Gaceta and Tre Magazine, posted on the Community Development website, and emailed to nonprofit agencies and local municipalities.

The competitive application process began on January 26, 2022, with applications being due February 25, 2022. Applications were reviewed for funding eligibility and scored by Community Development Division staff. Funding recommendations are based on staff ranking of eligible activities and eligible expenses.

 

Fiscal Impact:

The total amount of funding for this agreement is not to exceed $54,967.00 during the term of the Agreement. Funding for this Agreement is included in the County’s FY23 Adopted Budget for CDBG funds.

 

Delegated Authority:

Authority for the County Administrator to sign this Agreement is granted under Code Section 2-62 (a) (1).
