Summary:
This contract is for landscape and grounds maintenance which includes the requirements of four (4) departments (Real Estate Management, Parks and Conservation Resources, Public Works and Utilities). The scope of this contract is to provide landscape and right-of-way maintenance services including maintenance of building grounds, parking lots, medians, and road separators throughout the County.
Background Information:
On November 3, 2016, the Purchasing Department, on behalf of the Departments of Real Estate Management, Parks and Conservation Resources, Public Works, and Utilities, released an invitation to bid with the intent to establish a contract for landscape and grounds maintenance.
As there was a fairly large discrepancy between the two bids received and due to the fact the County has not utilized Duval as a contractor to date, a meeting was held with Duval on December 20, 2016 to discuss their approach to this contract and to attempt to obtain a better “feel” as to Duval’s bidding strategy. Staff members from all of the departments utilizing this contract were in attendance. The meeting resulted in staff’s assurance as to Duval’s ability to perform and bidding strategy. While Duval’s pricing was significantly lower than the next lowest bidder, their pricing is in line with industry standards.
This contract contains provision for one (1) price adjustment (increase/decrease) after the first thirty-six (36) months of the contract in an amount not to exceed the average of the Consumer Price Index for all Urban Consumers, Not Seasonally Adjusted.
Fiscal Impact:
Estimated sixty (60) month expenditure not to exceed: $8,687,413.15
Funding is derived from the Departments of Real Estate Management, Parks and Conservation Resources, Public Works and Utilities operating budgets.
