Recommended Action

Approval and execution by the County Administrator of the Community Development Block Grant (CDBG) Program Subaward Subrecipient Agreement (Agreement) with Society of St. Vincent de Paul South Pinellas, Inc. d/b/a St. Vincent de Paul CARES (SVdP), for operating expenses of the Bridging Families Program.

This Agreement provides CDBG funding, not to exceed $56,500.00, for costs associated with providing emergency shelter and support services to homeless families through the Bridging Families Program at the SVdP Center of Hope, benefitting approximately 175 homeless persons.

CDBG funds will be used for operating expenses including program delivery salaries, fringe benefits, utilities, supplies, program materials, food, travel, and contract services.

The goal of the Bridging Families Program is to provide a solution-focused, housing first emergency shelter for families with children, who have no other options to end their homelessness.

The Agreement is effective for one (1) year, from October 1, 2024, to September 30, 2025.

The County received $2,338,964.00 in CDBG funds to improve neighborhoods, provide decent housing, and create new economic opportunities, with a special focus on serving low- and moderate-income persons.

Funding for this Agreement is included in the Fiscal Year 2025 (FY25) Adopted Budget for the Housing and Community Development Department in the Community Development Grant Fund.
