Approval and execution by the County Administrator of Change Order No.4 with West Safety Services, Inc. (West) for Next Generation 9-1-1 networking services.

• All work is expected to be completed by June 1, 2019
• Project funded by 911 Fees with subsidy from the General Fund
Contract no. 123-0283-P (RG); change order 4 in the amount of $120,511.10 for a revised total contract amount of $5,885,090.68; effective through August 31, 2020.

Summary:
Change Order 4 provides for A9-1-1 Routing in support of the SPPD PSAP facility move. The change order includes:
- Installation of new circuits at new facility and decommission of old
- Move demarcation of circuits between SPPD and Clearwater PD (CPD)
- Move demarcation of circuits between SPPD and Regional 911
- Decommission of current circuits at the 911 backup at EMS
Background/Explanation:
On January 28, 2014, the Board of County Commissioners approved the agreement for the engineering, installation and maintenance of the Next Generation 9-1-1 Network for the Public Safety Complex. There have been three (3) previous change orders, all of which have been approved by the County Administrator.
The new SPPD facility will be located at 1301 1st Ave N St Petersburg, across the street from their old facility. Services for this change order includes the supply and installation of a new Ethernet circuit at the new location, as well as, updating the demarcation at 645 Pierce St, Clearwater FL 33756 for CPD to the third floor.
Associated one-time fees are not to exceed $54,150.00 which includes professional services, on-site resources, hardware and network.
Monthly recurring network fees for the new location are not to exceed $5,175.00. However, once new circuits and services are tested and turned on, West will decommission the circuits currently traversing into the SPPD location and the monthly network fees for the old location ($1,543.85) will be discontinued.
This change order also includes the decommission of the 911 backup at EMS once the backup is complete at SPPD and monthly network fees of ($1,300.44) will be discontinued.
Out of scope services, if required, will be billed at West’s standard professional service rate of $275.00 per hour.

Funding is accounted within the Emergency Communications 911 System fund. The Emergency Communications 911 System fund is subsidized by the General Fund because revenue from fees set by the state is insufficient to fully fund system costs. This additional expenditure is not included in the FY19 Adopted Budget, but lapse in personal services appropriation is projected to be available.

Authority for the County Administrator to approve and execute this change order is granted under Section 2-62(a)(2).
