Approval and execution by the County Administrator of the Interlocal Agreement with the Florida Department of Health In Pinellas County (DOH) to ensure proper coordination of care for “Required and Additional Services” for the Health Care for the Homeless Program (HCHP) as established by the Health Resources and Services Administration (HRSA)

Summary:

This Agreement documents specific required and additional healthcare-related services to meet the standards required by HRSA’s Bureau of Primary Health Care (BPHC) for the HCHP.   The services outlined in this Agreement are offered to HCHP clients by referral at no additional cost to the County.   This Agreement also documents specific processes by which referrals are made, tracked, and referred back to the primary care center. 

 

Background/Explanation:

HRSA is responsible for effective and efficient oversight of the Health Center Program. This includes ensuring that health centers comply with applicable statutory and regulatory requirements for the Health Center Program.  HRSA conducted a site visit of the HCHP on July 11-13, 2017. The reviewers found that while all the required and additional services are being provided as documented in the DOH contract, the health center should create a separate referral agreement that includes specific language detailed in the site visit report related to making, managing, tracking and following up with referred clients.  A final site visit report was issued and a condition was placed on the grant on August 21, 2017.  The County submitted the draft agreement to HRSA by the initial deadline of November 19, 2017. HRSA approved the draft agreement and granted an additional 120 days (March 30, 2018) to submit the final signed agreement. 

 

Fiscal Impact:

There is no fiscal impact to the County.

 

Delegated Authority:

Authority for the County Administrator to sign this Interlocal Agreement is granted under Code Section 2-62 (a)(1).
