Approval and execution by the County Administrator of Change Order No. 1 with Ajax Paving Industries of Florida, LLC for the St. Pete-Clearwater International Airport (Airport) runway 18-36 rehabilitation project.

 

                     Project consists of design and construction of Airport Runway 18-36 and Runway 4-22 extension.

                     Change Order No. 1 adds Seal Coat as a new line item to the base contract at a quantity of 15,000 square yards and a unit price of $2.55 per square yard.

                     Increase to the contract in the amount of $38,250.00 for a revised total agreement amount of $22,603,370.10.

                     Federal Aviation Authority will pay 90% of the cost of this change order under the existing grant.

                     Awarded by the Board of County Commissioners on October 8, 2019 in the amount of $22,565,120.10.

Summary:

After the start of the project, it was noticed the removal of pavement marking on the existing pavement was creating a Foreign Object Debris (FOD) concern on the airfield. FOD is detrimental to aircraft as the rocks from the pavement can be ingested by the engines causing catastrophic failure.

An application of a seal coat can prevent FOD from occurring. Therefore, this change order is needed to add a line item for seal coat to charge against the project as needed.

The Federal Aviation Authority will pay 90% of the cost of this change order under the existing grant.

There is no extension associated with this change order.

 

Background/Explanation:

Bid was awarded by the Board of County Commissioners on October 8, 2019 in the amount of $22,565,120.10.

Work consists of the construction of the Airport Runway 18-36 and Runway 4-22 extension. This project includes asphalt pavement milling, pavement reconstruction; grading and drainage reconstruction, grading and drainage, subbase and base installation, pavement marking, airfield electrical, and procurement and installation of runway/taxiway closure devices.  As part of this project, the secondary runway, Runway 4-22, will be extended by 100 feet to accommodate air carrier traffic while Runway 18-36 is being rehabilitated. Work is expected to be completed within 448 consecutive calendar days.

Project funding is derived from the Airport Fund, Federal Aviation Administration grants, and the Florida Department of Transportation.
