Approve the submission of a grant application for federal assistance to request federal entitlement grant funding to complete the following projects: (1) Runway 18/36 Rehabilitation, (2) Customs and Border Protection (CBP) Improvements, and (3) Security System Upgrades for St. Pete-Clearwater International Airport (PIE).

Approve the authority for the Chairman to execute and the Clerk to attest to the Grant Application form, as well as the Grant Agreement that the Federal Aviation Administration (FAA) will provide in August or September 2018.

Summary:

This FAA Airport Improvement Program (AIP) Grant Application is requesting $6,558,901 in Fiscal Year (FY) 2017 and 2018 AIP entitlement funding to perform three (3) projects identified in the Airport’s Capital Improvement Program (CIP): (1) Runway 18/36 Rehabilitation, (2) CBP Improvements, and (3) Security System Upgrades.  These projects are all budgeted in PIE’s CIP in FY19.  This is a single grant for all three projects.

The FAA requires that the Grant Agreement be executed within ten days after receipt.  Due to the FAA’s time constraints, approval is requested for the Chairman to execute the Grant Application and Grant Agreement and the Clerk to attest the signatures.  This agenda item accompanies Purchasing Department’s Legistar Items #18-500A, #18-433A, and #17-2068A.

 

Background Information:

One objective of this funding is to provide plans, specifications, and contract documents for the pavement rehabilitation of PIE’s primary runway, Runway 18/36.  The Grant will also fund new edge lighting on the runway’s shoulders.  The existing pavement exhibits various types of distresses such as weathering and cracking.  The most recent Pavement Condition Index (PCI) Study notes PCI values ranging from poor to satisfactory.  PIE is due to receive a $700,000 FDOT Joint Participation Agreement (JPA) this summer for design and construction costs.

The second objective of this Grant is to renovate the existing Federal Inspections Services (FIS) facility to meet the new 2017 CBP Airport Technical Design Standards.  The project involves demolition and remodeling of the existing interior space and includes the construction of new wall systems, interior finishes, baggage handling system, furniture, access control, public address system, security and surveillance system, and associated mechanical, electrical, fire systems, plumbing, and network infrastructure.  PIE received a FDOT JPA in the amount of $800,000 that was approved by the Board on June 19, 2018.

The third project covered by this Grant Agreement is the rehabilitation of the airport’s security system.  This project consists of replacement of the existing access control system, closed circuit television and video management system, security badging system, perimeter fence, and vehicular access. PIE received a FDOT JPA in the amount of $437,500 that was approved by the Board on June 19, 2018, leaving a remaining balance of $112,987 in this grant that will be used in the event there are any unanticipated overages during the project.  The $112,987 is not included in the budget below since it is not needed for the construction budget at this time.  Otherwise, those funds will be returned to FDOT.

 

Fiscal Impact:

All three projects are budgeted in PIE’s FY19 CIP budget.  The individual costs for the three projects are as follows.  The grant summary at the end compiles all three projects.
