Recommended Action
Adopt a resolution approving the State Housing Initiatives Partnership Program (SHIP) Affordable Housing Advisory Committee (AHAC) Report and authorizing submittal to the Florida Housing Finance Corporation.
• On December 1, 2021, the AHAC recommended approval of the 2021 Incentive Report.
• The Committee recommended no changes to the existing incentives for affordable housing.
• The draft report was available to the public for comment on November 24, 2021 and no comments were received.
• The County’s SHIP AHAC, established in 2008, is responsible for reviewing policies, land development regulations, the Comprehensive Plan Policy, and other aspects of the County’s policies and procedures that affect the cost of housing.
• In addition, the AHAC Committee is responsible for making recommendations to the Board of County Commissioners to encourage affordable housing.

As a recipient of SHIP funds, the County must have an affordable housing advisory committee, as required by the Florida Statute section 420.9076. The County’s SHIP AHAC, established in 2008, is responsible for reviewing policies, land development regulations, the Comprehensive Plan Policy, and other aspects of the County’s policies and procedures that affect the cost of housing. In addition, the AHAC Committee is responsible for making recommendations to the Board to encourage affordable housing.
The AHAC Committee reviewed and approved the draft AHAC Report December 1, 2021. The meeting was noticed as a public hearing.

Background Information:
The SHIP Program was created pursuant to the William E. Sadowski Affordable Housing Act of 1992 for the purpose of providing funds to local governments as an incentive for the creation of partnerships to produce and preserve affordable housing.
Fiscal Impact:
The County receives an annual allocation of State SHIP funds.
